Network Analysis of Interlinked Causal Factors in Marine Collision Accidents

본 연구의 목적은 선박 충돌사고가 어떤 원인 결합을 통해 발생하는지 구조적 특성을 파악하는 것이다. 이를 위해 최근 5년 (2019-2023)간 중앙해양안전심판원 충돌사고 재결서 67건에서 도출된 201건의 원인을 분석하였다. 공동출현 네트워크 결과, 피항동작 미이 행, 경계소홀, 피항협력 미이행이 빈도와 연결성이 높았다. 매개 중심성에서는 판단오류가 가장 높게 나타났다. 조건부확률 분석 결과, 의 약품‧음주영향 및 절차․규정 미준수가 발생할 때 부적절한 조선과 판단오류 동반할 가능성이 높아지는 경향을 확인했다. 선박 충돌사고 원인 분석을 통해 충돌사고는 상호 연계된 원인 구조에서 발생함을 확인했으며, 이는 핵심 위험원인 중점 예방전략 수립의 기초자료로 활용될 수 있음을 시사한다.
This study aims to identify the structural characteristics and combinations of causal factors that trigger ship-collision accidents. A total of 201 causal factors extracted from 67 collision investigation reports issued by the Korea Marine Safety Tribunal during the past five years (2019-2023) were analyzed. A co-occurrence network analysis revealed that failure to give way, lookout failure, and insufficient stand-on cooperation showed the highest frequency and connectivity. Betweenness centrality indicated that the decision error was the most influential mediating factor. In addition, conditional probability analysis showed that medical/alcohol impairment and procedural non-compliance likely co-occurred with improper ship handling and decision errors. These findings demonstrated that ship-collision accidents were attributed to interconnected causal structures instead of isolated factors, highlighting the importance of prioritizing key risk factors to support proactive prevention strategies.
