As China’s economy has entered a stage of high-quality development, enhancing new quality productivity has become a crucial pathway for promoting regional coordination and innovation-driven growth. This study demonstrates that the Pilot Free Trade Zone (PFTZ) policy in China significantly promotes highquality economic growth by improving the urban New Quality Productivity Index (NQPI). Using a balanced panel dataset of 271 prefecture-level cities from 2009 to 2022, we construct a multidimensional, entropy-weighted NQPI covering labor quality, labor input, and labor capital. The study employs a staggered Differencein- Differences framework, supplemented by event-study and triple-difference models, to assess policy effects. Results show that the establishment of PFTZs increases the NQPI by about 2% on average, with policy effects compounding across successive pilot waves. Earlier cohorts exhibit lagged responses, while later cohorts—particularly Hainan in 2018—show immediate and significant improvements. Heterogeneity analysis further reveals that the policy’s impact is more pronounced in cities with strong net population inflows, unconventional industrial structures, major transport hubs, and provincial or first-tier status.
近年来,随着中国经济进入高质量发展阶段,提升新质生产力已成为推动区域协调与 创新增长的关键路径。本研究表明,中国自由贸易试验区政策通过提升城市新质生产力指 数,显著促进了高质量经济增长。基于2009—2022年271个地级市的平衡面板数据,本文 构建了涵盖劳动质量、劳动投入与劳动资本的多维熵值加权新质生产力指数,并采用交错 双重差分框架进行政策效应评估,辅以事件研究法与三重差分模型。结果显示,自贸试验 区的设立使新质生产力指数平均提高约2%,且政策效应在不同批次间呈现累积增强趋势。 早期批次地区的增长效应存在一定滞后,而后期批次,尤其是2018年设立的海南自贸区, 则表现出显著的即时提升效应。异质性分析发现,该政策在具有人口净流入、非传统产业 集聚、交通枢纽以及省会或一线城市特征的地区作用更为显著。
