본 연구의 목적은 치유관광을 복지의 관점에서 재해석하고, 지역연 계 맥락에서 그 가능성을 탐색하는 데 있다. 최근 치유관광은 개인의 신체적 회복과 정신적 회복을 지원하는 활동으로 주목받고 있으나, 여전 히 관광산업의 한 영역으로 인식되는 경향이 강하다. 이에 본 연구는 치유관광이 개인의 회복 경험을 넘어 지역사회 기반의 복지 실천으로 확장될 수 있는지를 검토하였다. 연구방법으로는 문헌연구와 사례검토를 결합한 질적 중심과 개념 중심 접근을 적용하였다. 분석 결과는 세 가 지로 요약된다. 첫째, 치유관광은 예방, 회복, 웰빙을 포괄하는 복지 개념과 이론적으로 정합성을 지니며, 복지로의 확장이 가능함이 확인되었 다. 둘째, 치유관광의 복지적 기능은 지역의 자연환경, 인적 자원, 복지 인프라와 연계될 때 강화되는 구조적 특성을 보였다. 셋째, 치유관광 프 로그램은 체험 중심 설계를 넘어 복지적 목표와 지역연계를 전제로 한 구조적 재설계가 요구됨이 도출되었다. 본 연구는 치유관광을 지역복지 체계의 내부 자산으로 재위치시키는 이론적 틀을 제시함으로써, 향후 프 로그램 개발과 정책적 논의로 확장될 수 있는 기초 자료를 제공한다.

Purpose of this study is to reinterpret healing tourism from a welfare perspective and to explore its potential within a regional linkage context. Healing tourism has recently gained attention as an activity supporting physical and psychological recovery; however, it is still largely perceived as a sub-sector of tourism industry. In response, this study examined whether healing tourism can be expanded beyond individual recovery experiences into a form of community-based welfare practice. A qualitative and concept-oriented approach was adopted, combining literature review and case examination. Findings are summarized into three main points. First, healing tourism demonstrates theoretical compatibility with welfare concepts encompassing prevention, recovery, and well-being, indicating its potential for expansion into welfare practice. Second, welfare functions of healing tourism are structurally strengthened when linked with regional natural environments, human resources, and local welfare infrastructure. Third, existing healing tourism programs reveal a need for structural redesign beyond experience-centered models, with greater emphasis on welfare goals and regional linkage. This study proposes a theoretical framework that repositions healing tourism as an internal asset of regional welfare systems, thereby providing foundational insights for future program development and policy-oriented discussion.
