본 연구는 사회복지실천 평가 영역에서 현상학적 접근에 기반한 질적 평가의 의의와 실무적 적용 가능성을 검토하기 위해 「사회복지실천의 질적평가에서 왜 현상학인가?」를 중심으로 비평적 고찰을 시도하였다. 기존 사회복지실천 평가가 양적 지표와 성과 중심의 접근에 치우쳐 왔 다는 문제의식에서 출발하여 평가를 결과 확인의 도구가 아닌 이용자의 삶과 경험을 이해하는 실천적 성찰의 과정으로 재개념화할 필요성을 제 기하였다. 분석 결과, 현상학적 질적평가는 이용자의 주관적 경험과 실 존적 의미를 중심으로 사회복지실천을 이해할 수 있는 이론적 대안을 제공하며, ‘반성’과 ‘투기’라는 개념을 통해 평가 절차를 체계화하고 있음 을 확인하였다. 특히 실무자의 역량 수준에 따라 평가 단계를 구분함으 로써 질적평가가 현장 실무에서도 단계적으로 적용될 수 있는 현실적 가능성을 제시하고 있다는 점에서 의의가 있다. 다만 평가자의 해석 역 량과 윤리적 감수성에 대한 의존성이 크고, 계획 및 개입 단계에서의 구체적 적용 논의가 제한적이라는 한계도 함께 드러났다. 본 연구는 현 상학적 질적평가가 사회복지실천 평가의 이론적 지평을 확장하고, 현장 중심의 평가 논의를 심화하는 데 기초 자료를 제공한다는 점에서 실천 적 의의가 크다.

This study critically examines the significance and practical applicability of phenomenological qualitative evaluation in the field of social welfare practice evaluation, focusing on the question, “Why phenomenology in the qualitative evaluation of social welfare practice?” Recognizing that existing evaluation approaches have been largely biased toward quantitative indicators and performance-oriented measures, this study argues for reconceptualizing evaluation not as a tool for simple outcome verification but as a process of practical reflection aimed at understanding the lived experiences of service users. The analysis demonstrates that phenomenological qualitative evaluation offers a theoretical alternative for understanding social welfare practice by centering on users’ subjective experiences and existential meanings, while systematizing the evaluation process through the concepts of “reflection” and “speculation.” In particular, this approach is meaningful in that it presents a realistic possibility for the step-by-step application of qualitative evaluation in practice by differentiating evaluation stages according to practitioners’ competency levels. However, the study also identifies limitations, including a strong reliance on evaluators’ interpretive capacity and ethical sensitivity, as well as insufficient discussion of concrete applications in the planning and intervention stages. Overall, this study provides foundational insights for expanding the theoretical scope of social welfare practice evaluation and for deepening field-oriented discussions through phenomenological qualitative evaluation.
