본 연구는 한국법무보호복지공단의 출소자 취업지원 사업인 ‘허그일자리 지원 프로그램’ 실무자의 경험을 탐색함으로써 노동시장 진입 지원 과정의 성과와 한계를 분석하고 향후 발전 방향을 모색하는 데 목적이 있다. 특히 사업 시행 10년이 경과한 시점에서 범죄예방과 출소자의 안정적 사회정착 을 지원하는 핵심 제도로서 프로그램의 실효성을 점검하고자 하였다. 연구 는 질적 사례연구 방법을 적용하여 현장 경력 2년 이상 실무자 5명을 대상 으로 심층 인터뷰를 실시하였으며, 수집된 자료는 Stake(1995)의 사례연구 분석 원칙에 따라 주제별 분석을 수행하였다. 분석 결과, 첫째 실무자들은 반복적 상담 경험을 통해 출소자를 낙인화된 집단이 아닌 변화 가능성을 지 닌 개별적 존재로 인식하게 되었다. 둘째, 본 사업은 재범 예방을 통한 사회 적 비용 절감과 서비스 통합성 강화라는 성과를 보였다. 셋째, 실적 중심 평 가체계는 실무자의 도구화와 윤리적 침식, 소진을 초래하며 서비스 과정의 비인간화라는 구조적 한계를 드러냈다. 넷째, 수요자 중심 서비스 재설계, 실무자 전문성 강화, 고용구조 문제 해결, 행정업무 간소화 등 질적 개선의 필요성이 확인되었다. 이에 본 연구는 허그일자리지원 프로그램의 실효성 제고를 위해 질적 평가체계 도입, 민관 협력 거버넌스 구축, 통합적 사례관 리 모델로 재정립 및 사회관리로의 개념 확장을 제시하였다.

This qualitative case study explores the achievements and limitations of the Korea Rehabilitation Agency’s “HUG Employment Support Program” by examining practitioners’ experiences. Ten years post-implementation, the research evaluates the program’s effectiveness as an institutional mechanism for recidivism prevention and social reintegration. Using Stake’s (1995) principles, thematic analysis was conducted on in-depth interviews with five experienced practitioners. Findings show that through repeated counseling, practitioners viewed formerly incarcerated individuals as people with potential rather than stigmatized groups. While the program reduces social costs and strengthens service integration, a rigid performance-oriented system causes practitioner burnout and ethical erosion. Results highlight the necessity of user-centered service redesign and administrative simplification. Finally, the study suggests introducing qualitative evaluation, establishing public-private governance, and adopting an integrated case management model to enhance overall program effectiveness.
