광양항은 대형 선박과 위험물 운반선박의 입·출항이 빈번한 국가 기간항만으로서 예선 운영의 안전성과 효율성이 항만 경쟁력 에 직접적인 영향을 미친다. 그러나 현행 예선요금 산정체계는 광양항 관리부두를 기준으로 설정된 표준예선사용시간을 적용하고 있어, 실제 예선 정계지와의 차이로 인해 예선이용자들로부터 예선사용료 산정에 대한 불만이 제기되고 있다. 또한 묘도수도 통항 위험물 운반 선박에 제공되는 예선 에스코트서비스에 대한 요금체계가 명확히 규정되어 있지 않아 제도적 개선 필요성이 제기되고 있다. 본 연구는 실측 데이터에 기반하여 광양항 예선 정계지를 기준으로 주요 부두별 표준예선사용시간을 재산정하고, 예선 에스코트서비스의 요금 반영 방안을 제시하는 것을 목적으로 한다. 이를 위해 현장 실측조사와 운영사례 분석을 병행하였으며, 연구 결과는 예선요금 산정의 합리성 제고와 항만 안전관리 체계 개선에 기여할 수 있을 것으로 기대된다.

Gwangyang Port is designated as a national hub port where large vessels and dangerous cargo carriers frequently call, and the safety and efficiency of tug operations have a direct impact on port competitiveness. However, the current tug tariff calculation system uses standard tug usage times based on the designated berth at Gwangyang Port, which differ from those for the actual tug waiting area. This discrepancy has led to persistent dissatisfaction among tug service users regarding the calculation of tug usage fees. In addition, the fee structure for tug escort services for dangerous cargo carriers transiting the Myodo Waterway has not been clearly defined, underscoring the need for institutional improvement. The purpose of this study is to recalculate standard tug usage times for each major pier based on the tug waiting area using actual measurement data, and to propose a method for reflecting fees for tug escort services. To this end, on-site measurement surveys were conducted in parallel with an analysis of operational cases. The findings of this study are expected to contribute to improving the rationality of tug tariff calculations and enhancing port safety management systems.
