A Study on Measures to Improve Korea’s Regulatory Framework through a Comparative Analysis of Ladder Safety Regulations in Comparator Countries
사다리는 승·하강을 위한 이동통로이자 고소작업 시 작업발판의 대체 수단으로 가정과 산업현장에서 널리 사용되고 있다. 그러나 사다리의 구조적 불안정성과 사용자의 부적절 한 설치 및 사용으로 인해 관련 산업재해가 지속적으로 발생하고 있다. 안전보건공단 통계 에 따르면 최근 10년간(2014년~2023년) 산업현장에서 사다리 사용과 관련하여 사고사망 자 335명, 사고부상자 39,897명이 발생하였다. 이에 본 연구는 국내 제도와의 비교 가능성 과 제도 운영방식의 차이를 검토하기 위하여 미국, 영국, 일본을 비교대상국으로 선정하고, 사다리 안전제도를 제품안전 측면의 기술적 사항과 사용안전 측면의 관리적 사항으로 구분하여 비교·분석하였다. 분석 결과, 국내 제도는 산업현장의 사용실태를 충분히 반영하 지 못하고 있었으며, 특히 이동식 사다리 최대 사용높이 기준의 불일치, 산업용 사다리에 대한 별도의 안전인증 기준 부재, 사용자 중심의 구체적인 사용지침 미비 등의 한계가 확인되었다. 이에 본 연구는 이동식 사다리 최대 사용높이를 2미터로 정비하여 관련 기준 을 일원화하고, 산업용 사다리에 대한 안전인증 기준을 마련하며, 포괄적 안전규정 외에 구체적 안전지침을 제정할 것을 제안하였다. 본 연구는 비교대상국의 제도 운영 특성과 국내 산업현장의 실무적 현실을 함께 고려한 제도 개선 방향을 제시하였다는 데 의의가 있다.
Ladders are widely used in households and industrial workplaces as means of access for ascending and descending and as substitutes for work platforms in work at height. However, ladder-related occupational accidents continue to occur due to the inherent structural instability of ladders and the improper installation and use by users. According to statistics from the Korea Occupational Safety and Health Agency (KOSHA), ladder-related accidents in industrial workplaces resulted in 335 fatalities and 39,897 injuries over the past decade (2014–2023). Against this background, this study selected the United States, the United Kingdom, and Japan as comparator countries in order to examine both their comparability with the Korean system and differences in regulatory approaches. It comparatively analyzed ladder safety systems by distinguishing between the technical requirements related to product safety and the managerial requirements related to safe use. The analysis showed that the Korean system does not sufficiently reflect actual ladder use in industrial settings. In particular, the study identified inconsistencies in the maximum allowable height for portable ladders, the absence of separate safety certification standards for industrial ladders, and the lack of detailed user-oriented safety guidelines. Accordingly, this study proposes harmonizing the relevant standards by setting the maximum allowable height for portable ladders at 2 meters, establishing safety certification standards for industrial ladders, and developing detailed safety guidelines in addition to existing general safety regulations. This study is significant in that it presents directions for improving Korea’s ladder safety system by taking into account both the regulatory characteristics of the comparator countries and the practical realities of industrial workplaces in Korea.
