비장애인 어휘의 비판적 분석과 명명(命名) 체계의 재구성: 국제 비교를 통한 사회복지적 함의 KCI 등재

초록

본 연구는 한국 사회에서 관습적으로 사용하는 ‘비장애인(非 障礙人)’ 어휘를 비판적으로 분석하고, 한국적 맥락에 적합한 명명(命名) 체계의 재구성 가능성을 탐색하는 것을 목적으로 한다. ‘비장애인’이라는 어휘는 장애를 기준으로 정상성을 부여 하는 이분법적 범주를 전제하며, 그 과정에서 위계적 질서를 내포할 잠재성을 지니고 있기 때문이다. 연구 방법으로는 질적비교분석(Qualitative Comparative Analysis) 을 적용하여 미국, 영국, 스웨덴, 독일, 프랑스, 일본, 브라질 등 7개국의 장애 관련 법령과 UN 장애인권리협약(CRPD)의 어휘 사용을 비교하였다. 분석 결과, 다수의 국가에서는 장애인을 ‘persons with disabilities’와 같은 사람 중심 언어로 표현하는 반면, 장애 외집단은 ‘others’, ‘general population’ 등 비대립적 이고 포괄적인 방식으로 지칭하는 경향이 확인되었다. 이러한 경향성은 장애와 비장애를 엄격한 대립 범주로 설정하는 것이 아니라 맥락에 따라 유연하게 이해하려는 국제적 담론의 흐름 을 반영한다. 반면 한국은 ‘장애인-비장애인’이라는 직접 대립형 명명 구조 를 유지하고 있으며, 그 결과 장애를 중심으로 한 비대칭적 범 주 체계를 강화하고 사회적 경계를 고착화시킬 수 있는 잠재성 을 내포한다. 이러한 명명 방식은 정책 설계와 사회복지 실천 에서 기준 집단과 대상 집단을 구분하는 이중적 구조를 재생산 하는 요인으로 작용할 수 있다. 이에 따라 본 연구는 장애 관련 명명 체계가 단순한 언어 선 택의 문제가 아니라 사회적 권력, 담론, 인식 구조와 긴밀히 연 결되어 있음을 강조하며, 대립적 범주를 완화하고 인간 중심적 이고 탈(脫)위계적인 언어 체계로의 전환 필요성을 제기한다. 또한 국제적 사례를 토대로 포괄적이고 유연한 명명 방식의 도 입은 사회적 포용성과 권리 기반 접근을 강화하는 데 기여할 수 있을 것이다.

Background This study critically examines the term ‘bi-jangaein’(literally ‘non-disabled’), which has been conventionally adopted in Korean society, and explores the possibility of reconstructing a nomenclature system more appropriate to the Korean sociocultural context. The term presupposes a dichotomous categorization that grants normalcy in relation to disability, thereby embedding the potential for hierarchical ordering. Methods A qualitative comparative analysis was conducted on disability-related legislation in seven countries-the United States, the United Kingdom, Sweden, Germany, France, Japan, and Brazilas well as the terminological usage in the UN Convention on the Rights of Persons with Disabilities(CRPD). Results The analysis revealed that many countries employ person-centered language such as ‘persons with disabilities’ to refer to individuals with disabilities, while the non-disabled population is often designated through non-oppositional and inclusive terms such as ‘others’ or ‘general population’. This tendency reflects an international discursive shift toward understanding disability and non-disability not as rigidly opposed categories, but as constructs interpreted flexibly depending on context. In contrast, Korea continues to maintain a directly oppositional nomenclature of ‘jangaein–bi-jangaein’, which reinforces an asymmetrical categorical system centered on disability and risks entrenching social boundaries. Such a naming practice may reproduce dualistic structures distinguishing reference groups from target groups in policy design and social welfare practice. Conclusion Disability-related nomenclature is not merely a matter of lexical choice but is closely intertwined with social power, discourse, and cognitive structures. This study argues for the necessity of transitioning toward a human-centered and non-hierarchical linguistic framework that mitigates oppositional categorization. Furthermore, grounded in international cases, it demonstrates that adopting inclusive and flexible naming practices can contribute to strengthening social inclusion and rights-based approaches.
