본 연구는 지역재생을 경제적 유인이나 물리적 인프라 확충에 한정하 지 않고, 구성주의 정치경제학의 관점에서 재해석하고자 한다. 이 관점에 서 지역재생은 지역의 의미, 지역 주체의 정체성, 공간의 사회적 구성, 정책 담론이 상호작용하며 재구성되는 사회적 과정으로 이해된다. 이를 위해 본 연구는 2019년 강원도에서 활동한 소셜 벤처 창업자 15명의 심 층 인터뷰 자료를 분석하였다. 분석 결과, 이들은 지역을 단순한 사업 입 지나 생활공간이 아니라 문화적 실천, 교육적 관계, 생태적 가치, 공동체 형성이 가능한 사회적 공간으로 인식하고 있었다. 또한 지역 주체의 정 체성은 출신이나 거주 여부가 아니라 지역사회와의 상호작용을 통해 형 성되고 변화하는 것으로 나타났다. 아울러 공간은 물리적 시설을 넘어 행위자들의 담론과 실천을 통해 공동체적·문화적 의미를 획득하는 사회 적 산물로 이해되었다. 정책 지원 역시 단순한 보조금이 아니라 지역적 의미와 사회적 관계를 형성하는 자원으로 재해석되었다. 이러한 분석은 지역재생 정책이 사회적 의미 구성, 정체성 형성, 공동체적 공간 활용을 촉진하는 방향으로 설계될 필요가 있음을 시사한다.

This study reinterprets regional regeneration from the perspective of constructivist political economy. From this perspective, regional regeneration is understood as a social process shaped by the interaction of regional meaning, local actors’ identities, the social construction of space, and policy discourse. Based on in-depth interviews with 15 social venture entrepreneurs in Gangwon Province in 2019, the study finds that they viewed the region not simply as a business location or living space, but as a social space for cultural practices, educational relationships, ecological values, and community formation. Their identities as local actors were formed through interaction with the local community, while space gained communal and cultural meaning through their discourse and practices. Policy support was also reinterpreted as a resource for creating social meaning and relationships. These findings suggest that regional regeneration policies should promote social meaning-making, identity formation, and the communal use of space.
