본 연구는 수도권 집중과 지방소멸이라는 구조적 문제 속에서 ‘서울대 10개 만들기’ 정책을 중심으로 고등교육 체제 개편의 방향과 정책적 과 제를 탐색하는 데 그 목적이 있다. 이를 위해 정책의 관련 배경과 주요 내용 등을 검토하고 추진 현황과 사회적 인식을 종합 정리한 후에 주요 쟁점과 과제, 발전 방향을 도출하였다. 연구 결과를 보면, 해당 정책은 수도권 중심의 대학 서열 구조를 완화하고 지역 균형 발전을 도모하려는 전략적 시도라는 점에서 중요한 의의가 있다. 이와 함께 대학 체제 개편, 지역 정주 여건, 협력 거버넌스 등의 다양한 요소가 복합적으로 작용하 는 정책임을 종합적으로 고려하여 설계, 운영할 필요가 있을 것이다. 본 연구는 현 시점에서 ‘서울대 10개 만들기’의 주요 내용과 추진 현황을 살펴보고 향후 발전 방향을 모색했다는 점에서 차별성이 있다. 향후에는 정책 추진과정과 성과를 지속적으로 살펴보는 한편으로 정책의 의미와 발전 방향에 대한 사회적 담론과 학술적 논의를 심화해 나갈 필요가 있 을 것이다.

This study explores the directions and policy tasks of higher education system reform in the context of metropolitan concentration and local extinction, focusing on the “Making　10 Seoul National Universities” Initiative. To this end, it examines the background and key features of the policy, reviews its implementation status and public perceptions, and identifies major issues and future directions.　The results indicate that the initiative is a significant policy attempt to alleviate the Seoul-centered university hierarchy and promote balanced regional development. Successful implementation, however, requires a holistic approach encompassing higher education reform, regional settlement, and collaborative governance among universities, local governments, and communities. This study is distinctive for examining the initiative's current status and seeking future development directions. Moving forward, continuous monitoring of its implementation and outcomes is necessary, along with deeper social and academic discussions.
