본 연구의 목적은 외국인 유학생의 지역정주를 지원하기 위한 지역산 업 연계형 인재양성 체계의 구성 원리와 구조를 도출하는 데 있다. 이를 위해 학업통합과 소속 형성, 고용가능성과 인재자본 형성, 취업·체류 전 환과 지역정주의 이행 과정에 관한 논의를 검토하고, 국내 외국인 유학 생 지원 연구와 정책·제도 자료를 분석하였다. 분석 결과, 국내 외국인 유학생 지원은 학업 및 생활 적응 지원을 중심으로 전개되어 왔으며, 경 력개발, 지역산업 연계, 취업과 체류자격 전환, 지역사회 정착은 개별 영 역별로 다루어지는 경향을 보였다. 이러한 구조는 외국인 유학생의 대학 경험을 재학 단계의 지원과 졸업 이후의 이행 과정으로 분리하여 이해하 게 하며, 지역정주를 지원하는 연속적 경로의 형성을 제한한다. 이에 본 연구는 외국인 유학생의 지역정주를 위한 인재양성 체계를 초기 적응과 학업통합, 역량 형성과 진로 인식, 지역산업 연계와 경력개발, 취업과 체 류자격 전환, 지역사회 정착과 사회통합의 다섯 단계로 구조화하고, 대 학, 지역기업, 지방자치단체, 지역사회 기관의 역할 연계를 포함하는 운 영 구조를 제시하였다. 본 연구는 외국인 유학생 지원에 관한 기존의 분 산된 논의를 지역정주 경로의 설계 문제로 재구성하였다는 점에서 의의 를 가진다.

This study develops a local industry-linked talent development framework for the regional settlement of international students. Drawing on academic integration and belonging, employability and graduate capital, and employment–visa transition, it analyzes Korean studies and policy documents on international student support. The analysis shows that Korean support has centered on academic and daily adjustment, while career development, local industry linkage, employment–visa transition, and settlement remain fragmented. The study proposes a five-stage framework: initial adjustment and academic integration, competency development and career awareness, local industry-linked career development, employment–visa transition, and community settlement and social integration. It also presents an operational structure linking universities, local firms, local governments, and community organizations. The study contributes by reframing international student support as a local industry-mediated pathway to regional settlement.
