The Effect of Universal Social Insurance Coverage on Expanding Self-Employed Enrollment : An Exploratory Empirical Analysis of Portugal’s Social Insurance Reform
본 연구는 포르투갈 자영업 사회보험 제도개편 사례를 중심으로 선택가입 체계와 보편가입 확대 체계의 변화 양상을 실증적으로 분석하였다. 이를 위해 2010~2025년 포르투갈 사회보장청의 지역-연도 패널자료를 활용하여 자영업 사회보험 가입자 수 변화와 관련 요인을 분석하였다. 분석 결과, 선택가입 중 심 시기에는 가입자 수가 감소 또는 정체 양상을 보였으나, 2019년 이후 적용 범위 확대와 보험료 체계 개편 이후 가입자 수가 증가하는 경향이 나타났다. 패널 고정효과 모형과 평균차이 검정 결과에서도 제도개편 이후 가입 확대와 통계적으로 유의한 관련성이 확인되었다. 다만 코로나19 이후 노동시장 변 화 가능성을 고려할 필요가 있으며, DID 분석은 전국 단일 정책이라는 한 계로 인해 탐색적 수준에서 해석하였다. 본 연구는 자영업 사회보험 적용 확대 와 관련한 비교정책적 시사점을 제공한다.
This study examines changes in self-employed social insurance enrollment following the expansion of universal coverage in Portugal. Using region-year panel data from the Portuguese Social Security Administration for the period 2010–2025, the study analyzes trends in self-employed social insurance enrollment and related labor market factors. The results show that enrollment declined or stagnated under the voluntary coverage system but increased after the expansion of coverage and the reform of the contribution system in 2019. Fixed-effects panel models and mean difference tests indicate a statistically significant association between institutional reform and increased enrollment, while exploratory DID analysis suggests relatively larger increases in non-metropolitan regions. However, the findings should be interpreted cautiously due to possible COVID-19-related effects and limitations in causal identification. This study provides comparative policy implications for expanding social insurance coverage for the self-employed.
