A Study on the Typology of Generational Characteristics of Korean Development NGO Programs : Focusing on a Critical Reconstruction of Korten's 'NGO Generations Theory’
본 연구는 데이비드 코튼(David C. Korten)이 1990년 제시한 ‘NGO 세대론’의 특성인 발전의 선형적·위계적 성격을 비판적으로 검토해 구성 한 새로운 분석 틀을 활용해 한국 개발NGO 사업의 세대적 특성을 유형 화하는 것을 목적으로 한다. 연구는 객관적으로 검증된 개발 NGO의 우 수사업 중 대표 사례를 분석하고, 문헌 분석과 관계자 인터뷰를 통해 결 과를 도출했다. 연구 결과 첫째, 한국 개발NGO의 사업에는 1·2·3세대의 특성을 가진 사례들이 공존하고, 4세대는 시민사회단체의 국제연대 활동 형태로 나타난다. 둘째, 한국 개발NGO들은 코튼이 제시한 선형적·위계적 진화 성격의 발전 경로를 따르기보다, 현지의 필요와 전략적 판단에 따 라 다층적 세대의 사업을 병행적으로 수행한다. 이는 1990년 제시된 ‘NGO 세대론’의 핵심 가설인 '시간에 따른 단계적 발전'이 현재 한국적 맥락에서는 유효하지 않음을 시사한다. 본 연구는 코튼의 ‘NGO 세대론’ 이 한국적 맥락에서는 세대간 우열이 아닌, 현지 필요와 단체 선택에 따 라 다중적 세대적 특성의 사업을 동시대에 실행하는 전략적 속성을 지님 을 규명했다는 의의를 가진다. 향후 연구를 통해 많은 사업사례를 대상 으로 분석을 실시해 한국 개발NGO의 전반적 ‘세대론적 특성’의 경향성 을 파악할 필요가 있다.
This study typologizes the generational characteristics of Korean development NGO programs through a revised framework critically re-examining Korten's (1990) "NGO Generations Theory," based on document review and stakeholder interviews. The findings show that Korean NGO programs exhibit a coexistence of first-, second-, and third-generation characteristics, with fourth-generation traits appearing as international civil society solidarity, while organizations concurrently implement multi-generational programs in response to local needs and strategic judgment— indicating that Korten's stage-by-stage progression does not hold in the Korean context. This study reconceptualizes the theory as reflecting strategic simultaneity rather than generational hierarchy, and calls for broader case analysis to identify overall generational tendencies among Korean development NGOs.
