공격적 현실주의와 북극전략경쟁 : 트럼프 행정부의 그린란드 정책을 중심으로
본 연구는 트럼프 행정부의 그린란드 정책을 공격적 현실주의 관점 에서 체계적으로 분석하였다. 연구결과는 크게 세 가지로 요약될 수 있 다. 첫째, 그린란드는 군사·자원·항로의 세 차원에서 복합적 전략 가치 가 있는 핵심지역으로 트럼프 행정부의 그린란드 정책은 개인의 기질 이나 즉흥적 외교 행동이 아닌 러시아·중국의 북극 전략 확장이라는 구 조적 압력에 의해 발생되는 합리적 전략행동이라는 점을 알 수 있었다. 둘째, 트럼프 행정부의 그린란드 정책은 구매 제안·관세 위협·군사적 언급으로 구성된 다층적 강압 전략이 작동하는 시스템으로 설계되어 있었다. 셋째, 트럼프 행정부의 그린란드 정책은 한국의 전통적 헤징 전략의 구조적 한계와 변화를 가져오는 환경적 요인으로 작동하고 있 다는 점을 발견할 수 있었다. 이러한 연구결과는 트럼프 행정부의 그린 란드 정책을 공격적 현실주의 이론과 국제정치의 실질적 사건을 구조 적으로 분석하여 국제정치이론을 발전시키는데 기여할 것으로 판단된 다.
This study examines the Trump administration's Greenland policy through the theoretical lens of offensive realism. Using a process-tracing approach, it analyzes how intensifying Arctic strategic competition and critical mineral supply chain concerns shaped U.S. policy toward Greenland. The findings suggest that Greenland constitutes a critical strategic asset encompassing military, resource, and maritime dimensions, and that the Trump administration's policy represented a rational response to structural pressures generated by Russian and Chinese expansion in the Arctic. The study further finds that the policy operated as a multi-layered coercive strategy combining purchase offers, tariff threats, and military rhetoric. In addition, the Greenland case highlights the structural constraints facing South Korea's traditional hedging strategy amid intensifying great-power competition. In summary, the findings support the explanatory power of offensive realism in understanding the strategic logic of the Trump administration's Greenland policy and contribute to the literature on Arctic geopolitics and great-power competition.
