글로벌 네트워크 사회와 NGO : ‘표현의 자유’ 관련 조직 간 네트워크 분석
세계화의 다차원적 특성은 정치, 경제, 사회, 문화, 미디어 등에 영향 을 미치는 가운데 국제 시스템에 중요한 변화를 가져왔다. 이 연구는 다 양한 기관들 간의 국제적 협력의 중요성에 주목하여, 표현의 자유 이슈 를 중심으로 연결된 정부 기구, 정부 간 기구, 비정부 기구, 미디어 등의 조직 간 네트워크를 분석하여 글로벌 시민 사회에 대해 이해하고 설명하 고자 했다. 구체적으로 이 연구는 국제 표현의 자유 교류 네트워크에 주 목하였는데, 이는 표현의 자유가 세계인권선언에 포함된 기본적 인권으 로 글로벌 공론장의 개념과 분리될 수 없는 근본적이고 중요한 이슈이기 때문이다. 이 연구의 데이터 수집을 위해 국제기구연감과 각 조직의 공 식 웹사이트를 활용하였으며, 관련 조직 간 협업 패턴을 파악하기 위해 네트워크 분석을 수행하였다. 연구 결과, 정부 간 기구(권위적 역할)와 비정부 기구(가교 역할)는 네트워크 안에서 서로 다른 역할을 수행하고 있었으며, 이른바 글로벌 네트워크에 참여하는 조직들 사이에서도 남반 구와 북반구 간 격차가 관찰되었다.
Noting the importance of international cooperation among different types of institutions, this study attempts to further understand and explain the notion of global civil society by analyzing organizational networking patterns among governmental, intergovernmental, nongovernmental, and media organizations involved in the issue of freedom of expression. This study specifically focuses on the case of the International Freedom of Expression Exchange Network, as the issue of freedom of expression is a basic human right included in the Universal Declaration of Human Rights and a fundamental and critical issue that cannot be separated from the idea of a global forum itself. Using data from the Yearbook of International Organizations and the official website of each organization, this study conducted a network analysis in order to identify the networking patterns of the various organizations involved. Findings suggest that (1) IGOs (authoritative roles) and NGOs (bridging roles) play distinct roles within the network, and (2) the North/South divide persists among organizations involved in the so-called global network.
