본 연구는 남한을 떠나 난민으로서 영국에 정착한 탈북민들의 이주 경 험을 탐구하고자 이들의 정착 여정에 초점을 맞추었다. 현상학적 질적 연구방법을 활용하여 영국에 10년이상 거주해온 탈북민 10명을 대상으 로 일대일 심층 인터뷰를 진행하였다. 분석 결과, 3개의 상위 주제와 9 개의 하위 주제가 도출되었다. 구체적으로는 남한 정착의 장벽(일반 시민 의 낙인적 시선, 2등 시민으로서의 차별감과 배신감), 영국에서 보통 시 민으로의 인정(노동을 통한 인정, 가족의 안정 추구, 지역사회와의 소통), 탈북민에게 부착된 뗄 수 없는 꼬리표(재낙인에 대한 두려움, 북한 대사 관의 존재로 인한 불안, 미완성의 이주 여정)가 주요 주제로 드러났다. 이러한 결과를 토대로 탈북민의 고유한 욕구와 트라우마 경험을 해결하 기 위한 정착 지원 프로그램의 구조적 개선 및 질적 전환을 논하였으며, 이중 이주(탈남) 현상을 실질적으로 해소하기 위한 지역사회 기반의 실천 과 다자간 국제 협력의 필요성을 제언하였다.

This study examines the onward migration of North Korean defectors who left South Korea and resettled in the United Kingdom, focusing on their migration trajectories. Using a phenomenological approach, in-depth interviews were conducted with 10 defectors residing in the UK for over a decade. Three themes emerged: barriers in South Korea (stigmatization, second-class status, betrayal), recognition in the UK (work, family stability, community), and the enduring defector label (fear of re-stigmatization, embassy-related anxiety, unfinished migration). The findings suggest the need for structural and service quality improvements in resettlement policies to address defectors’ specific needs and trauma, as well as the importance of community-based practices and multilateral international cooperation to mitigate onward migration.
