Structural Transformation of European Defense Industry Following Russia’s Full-Scale Invasion of Ukraine : An Analysis of the Institutionalization and Limits of ‘ReArm Europe Plan/Readiness 2030’
As the 2022 Russian invasion ended the ‘peace dividend’ era, this study investigates the structural transformation of the European defense industry, focusing on the ‘ReArm Europe Plan 2030’. Unlike existing state- or NATO-centric studies, this research analyzes how new EU institutional and financial instruments (EDIS, EDIP, and SAFE) propel defense integration to address prolonged underinvestment. Drawing on official EU policy reports and national defense legislation from Germany and France, the study examines how the EU incentivizes joint procurement through ‘Buy European’ conditional financing. However, it identifies critical structural constraints threatening this transition: the Franco-German leadership rivalry, far-right-driven security re-nationalization, and severe supply chain shortages. Ultimately, this research projects the trajectory of Europe's strategic autonomy, enhancing the academic understanding of the shifting security landscape. Furthermore, this study offers practical policy implications for the Korean defense industry navigating this newly integrated European market.
