Operational Warning Zones Based on Deck Edge Immersion Angle for Coastal Ro-Ro Passenger Ships with Low Freeboard
본 연구는 연안 차도선형 여객선의 운항 안전 강화를 위해 IMO IS Code §2.3.2·§2.3.4를 기반으로 물리적으로 유도된 횡경사각 예측 모델(φ=0.2447×f_S+20.563×Π_W)을 개발하고 4단계 운항경보 구간을 제안하였다. 3척 14개 NSM 데이터를 OLS 회귀로 적합하여 R²=0.9999, LOO RMSE=0.031°, Hold-out MAE=0.76%를 달성하였으며, SMC IMU 실측값(Ship-a, n=4)을 이용한 독립 외부검증에서 모델의 실측 대비 MAE(0.276°)가 NSM 자체의 실측 대비 MAE(0.270°)와 거의 동일하여 모델이 NSM의 예측 특성을 충실히 전달함을 확인하였다. 국내 해양안전심판원 재결서 4건 분석으로 현단몰입각 도달 시 차량갑판 침수에 의한 마찰력 급감이 차량 이동을 유발함을 확인하였으며, Kang et al.(2020)의 외력-지지력 산정식을 적용한 정량 분석에서 건조 갑판(μ=0.7) 조건에서 안전여유 273~624%로 차량 이동이 불가능하나 갑판 침수 시(μ=0.1) 안전여유가 39~89%로 급감하여 정적 마찰만으로 차량 이동이 발생함을 정량적으로 입증하였다. 최악 적재 조건 기준 안전·주의·경계·금지 4단계 경보 구간을 설정하며, VMS·e-Navigation 연계를 통한 실시간 출항통제 의사결정 지원 가능성을 제시한다.
This study develops a physics-based heel angle prediction model for coastal Ro-Ro passenger ferries based on, International Maritime Organization International Code on Intact Stability (IMO IS Code) §2.3.2 and §2.3.4. Fitted to 14 New Strip Method (NSM) data points from three vessels using OLS regression, the model (φ = 0.2447×f_S + 20.563×Π_W) achieves an R² = 0.9999, an LOO RMSE = 0.031°, and a hold-out MAE = 0.76%. Independent external validation using SMC IMU field measurements (Ship-a, n = 4) shows that the model's MAE against measured data (0.276°) is virtually identical to that of the NSM (0.270°), thus confirming the accurate transmission of NSM's predictive characteristics (fidelity verification). Analysis of four Korean Maritime Safety Tribunal decisions combined with quantitative evaluations using the external-force/bearing-capacity formulae of Kang et al. (2020) shows varying vehicle safety margins., On a dry deck (μ = 0.7), the vehicle safety margin remains high at 273%–624%; however, upon deck flooding (μ=0.1), it decrease significantly to 39%–89%, thus causing vehicle shift from static friction alone across all three vessels. Based on worst-case loading parameters, a four-tier operational warning zone (safe/caution/alert/prohibited) is proposed using the deck-edge immersion angle and 10° lashing design limit as physical criteria, thus providing a framework for integration with VMS and e-Navigation to facilitate real-time departure control decisions.
