Cause Analysis of the Explosion Accident on the Chemical Tanker Stolt Groenland Using the Functional Resonance Analysis Method
2019년 울산항에서 발생한 케미컬 운반선 스톨트그로엔랜드 폭발사고는 반응성 화물 운송과 항만 위험물 관리의 구조적 취약 성이 결합된 대표 사례이다. 기존 조사보고서는 사고의 직접 원인을 제시하였으나, 화물 특성, 스토우지, 가열 운전, 온도 모니터링, 억제 제 관리, 조직적 위험평가 등 운송·정박 과정의 여러 기능이 상호작용하며 사고로 이어진 시스템적 메커니즘은 충분히 설명하지 못하였 다. 본 연구는 이러한 한계를 보완하기 위해 기능공명분석방법(Functional Resonance Analysis Method, FRAM)을 적용하여 사고의 기능 구조 를 재구성하고, 기능 변동성과 공진(Resonance) 경로를 분석하였다. 그 결과, 부적절한 화물 배치, 장기간 열누적을 유발한 가열 운전, 온도 상승 추세 미인지, 억제제 소모속도 관리 실패, 항만 단계의 위험평가 미흡 등이 결합하여 시스템 수준의 공진을 형성한 것이 사고의 핵 심 원인구조로 확인되었다. 본 연구는 이러한 분석을 기반으로 기능별 안전조건과 개선방안을 제시함으로써 향후 반응성 화물 운송 및 항만 위험물 관리체계의 안전성 향상에 기여한다.
The styrene monomer (SM) explosion on board the Stolt Groenland at Ulsan Port in 2019 represents a critical accident in which the vulnerabilities of reactive cargo transportation and port hazardous material management were structurally combined. Although existing investigation reports identified the direct causes of the accident, they provided limited explanation of the systemic mechanism through which multiple functions—such as cargo characterization, stowage planning, heating operation, temperature monitoring, inhibitor management, and organizational risk assessment— interacted and led to the accident. To address this limitation, this study applies the Functional Resonance Analysis Method (FRAM) to reconstruct the functional structure of the accident and to analyze functional variability and resonance pathways. The results indicate that inappropriate cargo arrangement, prolonged thermal accumulation due to continuous heating, failure to recognize temperature rise trends, inadequate management of inhibitor (TBC) consumption, and insufficient port-level hazard assessment interacted to form system-level resonance, which constituted the core causal structure of the accident. Based on these findings, this study proposes function-based safety constraints and improvement measures, contributing to the enhancement of safety in future reactive cargo transportation and hazardous material management systems.
