This study defined small and medium-sized cities and counties outside the metropolitan area, a characteristic of Korea's regional decline, as "multi-layered complex decline." Furthermore, the study analyzed the social capital characteristics of large and medium-sized cities outside the metropolitan area. The research methodology employed quantitative methods based on email surveys. Through this study, we aim to analyze the causal relationship between regional social capital in multi-layered complex extinction and community activities that can be used to gauge regional cohesion and a sense of settlement. Utilizing a regional social capital approach, the study identified the characteristics of regional trust, norms of reciprocity, and networks, confirming that social capital develops differently across sub-regions. In particular, the study found that social capital in non-metropolitan small and medium-sized cities significantly impacts community participation. Implications for this research include the cooperative economy, detailed policy design, and concerns about bonding social capital.
