The Policy–Implementation Gap in Local Education Autonomy after Korea’s Elected-Superintendent Reform : Interpretive Implementation and the Restructuring of Teacher Discretion
본 연구의 목적은 교육감 직선제 이후 자치교육 담론이 확대되었음에 도 불구하고 학교 현장에서 정책–실행 간극이 반복되는 이유를 교사 관 점에서 분석하는 데 있다. 이를 위해 정책 실행을 단순한 이행이 아니라, 학교 맥락 속에서 정책 의미가 해석·조정되는 과정으로 재개념화하고, 자 율성 정책이 교육적 실천으로 전환되지 못한 채 행정적 부담이나 책임 이양으로 체감되는 양상을 검토한다. 본 연구는 일선관료이론, 정책 실행 의 재맥락화 논의, 해석학적 관점을 토대로 정책 의미가 거시적 권한·책 임 배분 구조, 학교 조직문화와 행정 관행, 교사 인식과 재량 실천 속에 서 어떻게 구성되고 제약되는지를 해석학적 관점에서 분석하였다. 또한 책임학년지도 실행 논의를 연결하여 교사 재량이 교육적 판단의 자원이 라기보다, 방어적·행정적 전략으로 재구조화가 발생하는 작동 구조를 제 시하였다. 나아가 정책–실행 간극을 완화하기 위해서는 정책 내용을 정 교화하거나 통제를 강화하는 접근을 넘어, 교사의 해석과 재량이 교육적 실천으로 작동할 수 있는 조건을 설계하는 방향으로 교육감의 역할을 재 정의할 필요가 있음을 제언한다.
This study investigates why the policy–implementation gap persists in Korea despite the expansion of local education autonomy under the elected-superintendent system. It reframes policy implementation as an interpretive process shaped within school contexts, where autonomy-oriented policies are often experienced by teachers as administrative burdens rather than educational opportunities. Drawing on street-level bureaucracy, policy enactment and recontextualization, and philosophical hermeneutics, the study examines how policy meanings are constrained across governance structures, school cultures and administrative practices, and teachers’ perceptions and discretionary actions. Through discussion of “Responsibility-Grade Guidance” (chaegim-haknyeon jido), it demonstrates how teacher discretion is reorganized into a defensive and administrative strategy. The study concludes that narrowing the policy–implementation gap requires redefining the role of superintendents—not as controllers of implementation, but as designers of institutional conditions that enable teachers’ interpretive judgment and discretionary practice to function as meaningful educational work.
