본 연구는 서울 성수동의 「크리에이티브×성수」를 사례로, 시민참여 기 반 협력 거버넌스가 현장에서 어떠한 과정을 거쳐 형성되고 운영 구조로 정착되는지를 톺아보았다. 이를 위해 협력의 전개를 과정–구조–신뢰 (process–structure–trust)의 상호작용이라는 분석 관점에서 접근하고, 문헌자료, 심층 인터뷰, 참여 관찰을 종합한 질적 사례분석을 수행하였 다. 그 결과, 기획위원회의 권한 분산과 성동문화재단의 중간지원조직 역 할이 협력의 핵심적인 조정 장치로 작동하고 있음을 확인하였다. 분석 결과에 따르면, 초기에는 개인적 관계에 기반한 신뢰가 협력 유지의 주 요 조건으로 기능했으나, 반복된 공동 기획과 조정 경험이 축적되면서 논의 절차와 운영 규범에 대한 예측 가능성이 강화되었고, 이에 따라 신 뢰는 점차 절차·규범 기반 신뢰로 전환되었다. 이러한 신뢰의 전환은 협 력 구조의 안정성을 제고하는 핵심 조건으로 작용하였다. 본 연구는 이 러한 협력의 초기 안정화 과정을 ‘내면적 제도화’로 개념화하고, 이를 시민참여 기반 협력 거버넌스의 이론적 토대로 본다. 특히 신뢰를 협력 의 선행 조건으로 가정해 온 기존 논의와 달리, 신뢰를 반복된 조정 경 험 속에서 형성·축적되는 제도적 산출물로 재정의함으로써, 협력 거버 넌스를 완결된 제도의 적용 결과가 아닌 형성 중인 제도(institution-in-the-making) 로 이해하는 분석 관점을 제시한다.

We examine how citizen-participatory collaborative governance is formed and stabilized in practice, focusing on Creative × Seongsuin Seongsu-dong, Seoul. Using an analytical perspective that conceptualizes collaboration as the interaction among process, structure, and trust, we conducted a qualitative case study based on document review, in-depth interviews, and participant observation. The findings show that decentralized authority within the planning committee and the intermediary role of the Seongdong Foundation for Arts and Culture functioned as key coordination mechanisms. While trust initially relied on personal relationships, repeated joint planning and coordination increased the predictability of procedures and norms, leading to a shift toward procedure- and norm-based trust that stabilized collaboration. This study conceptualizes this early stabilization process as internal institutionalizationand advances a process-centered understanding of collaborative governance as an institution-in-the-making.
