A Study on the Process of Changes in Employees' Perception and Practice through Core Value Deployment Activities at a Social Welfare Center
본 연구는 A사회복지관의 핵심가치 전개활동 과정을 질적으로 분석하 여, 종사자 인식과 실천의 변화 및 조직문화적 함의를 탐색하는 데 목적 을 두었다. 이를 위해 유은영(2011)의 핵심가치 전개활동 모형(정립–선 포·공유–시스템 연계–강화)을 분석틀로 설정하고, 관련문서자료 분석과 종사자 11명을 대상으로 한 심층면접을 실시하였다. 연구 결과, 핵심가 치 전개활동은 가치의 내면화, 조직문화 변화, 지역밀착형 사회복지 실천 확장의 단계를 거치며 종사자들의 사고와 행동을 변화시키는 선순환 구 조를 보여주었다. 초기에는 변화에 대한 혼란과 부담이 존재했으나, 시간 이 지남에 따라 협업과 주민참여가 강화되고 핵심가치가 인사·평가·조직 구조 등 제도와 시스템에 내재화되면서 조직의 신뢰와 자율성이 높아졌 다. 또한 사례관리·지역조직화·서비스 제공이 통합적으로 운영되며 지역 밀착형 사회복지 실천이 강화되었다. 이러한 결과는 핵심가치 전개활동 이 종사자의 인식·실천·조직문화 변화를 매개로 조직과 개인, 지역사회를 연결하는 실천적 자원으로 기능할 수 있음을 시사한다. 따라서 향후 사 회복지관의 가치기반 조직운영과 지역복지 실천모델 개발에 의미있는 시 사점을 제공한다.
This study qualitatively analyzes the process of core value deployment activities at A Social Welfare Center and explores changes in employees' perceptions, practices, and organizational culture. Using Yoo's (2011) core value deployment model (establishment–sharing– system linkage–reinforcement) as an analytical framework, the study conducted document analysis and in-depth interviews with 11 employees. The findings reveal that core value deployment activities progressed through stages of value internalization, organizational culture change, and expansion of community-based practices. Although initial confusion existed, collaboration and resident participation were strengthened over time, and core values became embedded in organizational systems, enhancing trust and autonomy. Case management, community organizing, and service delivery were operated more integratively, reinforcing community-oriented practices. These results demonstrate that core values can function as a practical resource connecting the organization, individuals, and the community, providing implications for value-based organizational management in social welfare centers.
