Government R&D Support, Innovation Input, and Digital Transformation: An Analysis of Path Dependency and the Innovation Paradox
본 연구는 정부의 R&D 지원 정책이 기업의 양적 혁신 투입(혁신활동비)과 질적 혁신 전환(디지털 전환)이라는 두 가지 상이한 의사결정 영역에서 어떻게 작동하는지 실증적으로 분석 하였다. 특히 진화경제학의 경로 의존성 및 고착 이론을 바탕으로 종래의 양적 투입 중심 지원 체계가 급진적인 디지털 전환(DX)을 유인하는데 있어 나타나는 한계와 역설적 결과를 규명하고자 하였다. 이를 위해 ‘2022년 한국기업혁신조사(KIS)’ 데이터를 활용하여 최소자승법(OLS), 2단계 최소자승법(2SLS), 도구변수 프로빗(IV-Probit), 그리고 조건부 혼합 프로세스(CMP)를 통한 재귀적 연립방정식 모형을 적용하였다. 분석 결과, 첫째, 정부 지원은 기업의 혁신활동비 투입을 유의미 하게 증가시키는 ‘마중물 효과(Crowding-in)’를 보였으며, 정부 지원을 통해 확충된 혁신 지출은 디지털 전환 채택을 위한 긍정적인 매개체로 작동하였다. 그러나 정부 지원이 디지털 전환에 미치는 효과는 부(-)의 영향으로 나타냈다. 다시 말해, 정부지원 수혜 기업들에게 기존의 익숙한 관행에 안주하게 하는 반면, 디지털 전환을 회피하는 경로 고착을 야기하고 있었다. 이 결과로부터 단순한 재원 공급을 넘어 질적 전환에 초점을 둔 정책 패러다임의 구조 전환이 요구된다고 보았다.
This study empirically examines how government R&D support policies operate across two distinct decision-making domains: quantitative innovation input (innovation expenditure) and qualitative innovation transition (digital transformation). Drawing on the theories of path dependency and lock-in from evolutionary economics, this research elucidates the limitations and paradoxical outcomes of conventional input-oriented support systems in inducing radical digital transformation. Utilizing data from the '2022 Korean Innovation Survey', the study employs a rigorous methodological framework, including OLS, 2SLS, IV-Probit, and a recursive simultaneous equation model estimated via the Conditional Mixed Process(CMP). The empirical findings are as follows: First, government support exhibits a significant 'crowding-in' effect by increasing firms' innovation expenditures. Second, government support increases innovation expenditure, which in turn is positively associated with the adoption of digital transformation. However, the direct effect of government support on digital transformation is found to be significantly negative. These results suggest that while current support mechanisms provide necessary capital, they simultaneously entrench firms within familiar technological routines, leading to a path-dependency that hinders the transition to a digital paradigm. Consequently, this study argues for a structural shift in the policy paradigm-moving beyond simple resource provision to focus on qualitative transformation.
