Research on the R&D-TIC Combined ZIGZAG Model to Enhance Commercialization Outcomes of Public R&D
2024년도 과학기술정보통신부 연구개발활동조사에 따르면, 대한민국의 연구 개발(R&D)투자는 131조 원을 상회하며 국내총생산(GDP) 대비 R&D 투자 비중이 5%를 초과하는 세계 최고 수준을 기록하고 있다. 그러나 이러한 대규모 투자에도 불구하고 공공 R&D 기술 이전 율은 약 30.2%, 기술 이전 후 사업화 성공률은 약 19.2%에 불과하여, 높은 투자 대비 낮은 사업화 성과라는 구조적 비효율성이 지속되고 있다. 본 연구는 이 같은 현상이 단순한 성과 관리의 문제가 아니라, 기획-개발-양산-검증-사업화 단계가 순차적으로 분리·운영되는 기존의 선형(Linear) R&D 관리체계에서 기인한 구조적 문제임을 제기한다. 이에 본 연구는 정책학 및 기술경영 관점에서, 사업화를 목표로 하는 공공 R&D의 경우 기획 단계부터 시험․검사․인증(Testing-Inspection-Certification; TIC) 기능이 내재화되어 R&D 전 주기에 걸쳐 개발과 검증이 반복적으로 상호작용하는 ’지그재그(Zigzag) R&D 모델‘을 대안적 관리 프레임워크로 제안한다. 더 나아가, 수요기업과 TIC 기관 간 협력 사례, 특히 (재단법인)한국건설 생활환경시험연구원(KCL)이 참여한 민간의 R&D 사례 분석을 통해, R&D와 TIC의 결합이 기술 불확실성 감소, 규제 적합성 조기 확보, 시장 진입 기간 단축, 정보의 비대칭성 보완 등 실질적인 사업화 성과로 연결되는 과정을 분석함으로써 제안 모델의 실효성을 검증한다. 또한 본 연구는 원천기술 개발 중심의 `R&D 사업'과 신뢰성 검증, 인증, 수출 및 시장 진입 지원 등 `비(非) R&D 사업'이 분절적으로 운영되는 현행 정책 구조의 한계를 지적하고, 양 정책 수단 간의 유기적 연계와 통합적 R&D 관리체계 구축을 정책 대안으로 제시한다. 이를 통해 공공 R&D의 사업화 성과 제고를 위한 R&D 관리 패러다임 전환의 필요성을 정책학 및 기술경영 관점에서 제시한다.
According to the 2024 Research and Development Activity Survey by the Ministry of Science and ICT, South Korea’s R&D investment exceeds 131 trillion won, recording the highest level in the world with an R&D investment ratio exceeding 5% of GDP. However, despite this large-scale investment, the technology transfer rate for public R&D is only about 30.2%, and the commercialization success rate after technology transfer is only about 19.2%, indicating a persistent structural inefficiency characterized by low commercialization performance relative to high investment. This study argues that this phenomenon is not merely a matter of performance management, but a structural issue stemming from the existing linear R&D management system, where the stages of planning, development, mass production, verification, and commercialization are sequentially separated and operated. Accordingly, from the perspectives of policy studies and technology management, this study proposes the ‘Zigzag R&D Model’ as an alternative management framework for public R&D aimed at commercialization. This model involves the internalization of Testing-Inspection-Certification (TIC) functions from the planning stage, allowing development and verification to interact repeatedly throughout the entire R&D cycle. Furthermore, the effectiveness of the proposed model is verified by analyzing the process through which the combination of R&D and TIC leads to tangible commercialization outcomes—such as reduced technological uncertainty, early attainment of regulatory compliance, shortened market entry, and compensation for information asymmetry—through an analysis of collaboration cases between client companies and TIC institutions, particularly private sector R&D cases involving the Korea Conformity Laboratories (KCL). Furthermore, this study points out the limitations of the current policy structure, in which R&D projects focused on source technology development and non-R&D projects—such as reliability verification, certification, and support for exports and market entry—operate in a fragmented manner. It proposes the organic linkage between these two policy instruments and the establishment of an integrated R&D management system as policy alternatives. Through this, it presents the necessity of a paradigm shift in R&D management from the perspectives of policy studies and technology management to enhance the commercialization outcomes of public R&D.
