Beyond Institutional Rank : Authority-Capacity Coupling and Governance-Process Connectivity in South Korea’s Sustainable Development Governance, 2000–2026 KCI 등재

본 연구는 대한민국 지속가능발전 거버넌스의 반복적인 제도 개편이 왜 일관된 범정부적 정책통합으 로 이어지지 않았는지를 분석한다. 2000년부터 2026년까지 네 차례의 제도적 배열을 종단적으로 비교 하여, 법적 권한과 실제 활용 가능한 행정 역량의 정렬을 의미하는 ‘권한–역량 결합(authority-capacity coupling)’과 검토·조정·평가·정부 응답·정책 수정 사이의 추적 가능한 연계를 의미하는 ‘정책과정 연 결성(governance-process connectivity)’을 구분한다. 분석 결과, 조직의 공식적 위상만으로 정책통합 수준을 설명하기 어렵다. 환경부 소속 시기에도 범부처 조정과 평가–계획 연계가 확인된 반면, 2022년 대통령 소속 위상의 법적 복원은 즉각적인 작동으로 이어지지 않았다. 정책통합은 법적 권한이 행정역 량과 결합하고 정책과정의 각 단계가 반복 가능한 절차로 연결될 때 강화될 가능성이 높다. 정치적 관심은 이러한 메커니즘을 활성화할 수 있지만 제도화를 대체하지는 못한다. 사회적 질의 관점에서 본 연구는 참여와 포용이 책임 있는 숙의, 정부 응답, 정책 수정과 연결될 때 제도적 효능을 획득할 수 있음을 제시한다.

This article examines why successive reforms of sustainable development governance in South Korea have produced uneven levels of whole-of-government policy integration. Drawing on a longitudinal qualitative comparison of four institutional arrangements between 2000 and 2026, the study distinguishes authority–capacity coupling from governance-process connectivity, defined as traceable linkages among review, coordination, evaluation, governmental response, and policy revision. The findings show that formal institutional rank alone does not explain policy integration. Significant coordination and evaluation-to-plan linkages occurred while the National Commission on Sustainable Development was located under the Ministry of Environment, whereas the restoration of presidential status in 2022 did not immediately produce operational integration. Policy integration is more likely when statutory authority is matched by usable administrative capacity and connected through repeatable procedural routines. Political salience can activate these mechanisms but cannot substitute for their institutionalization. From a social-quality perspective, the study suggests that participation and inclusion become institutionally consequential when they are linked to accountable deliberation, governmental response, and policy revision.
