The Current Status and Future Tasks of the Support Policies for Out-of-School Youth in South Korea : Focusing on Post-2020 Policies and a Comparative Analysis of Major Countries KCI 등재

본 연구는 한국의 학교밖 청소년지원정책의 현황과 한계를 분석하고 개선방안을 제시하는 데 그 목적이 있다. 특히, 실천적·정책적 함의를 높이기 위해 2020년 이후의 현실상황과 정책환경의 변화를 반영하여 분석을 실시하였다. 본 연구는 Gilbert와 Terrell의 산출분석 틀을 재구성하여 할당, 급여, 전달체계, 재정의 차원에서 제2차(2021~2023) 및 제3차(2024~2026) 기본계획을 분석하였다. 그리고 이를 주요 국가의 학교밖 청소년지원정책(예컨대 미국 WIOA, 영국 CCIS, 일본 지역청소년 서포트 스테이션 등)의 사례들과 비교하였다. 분석 결과, 학교밖 청소년들은 정신건강, 사회적 고립, 노동시장 취약성 등 복합적 위험에 노출되어 있는 것으로 나타났다. 하지만 현행 정책은 정보연계 제약, 단편적 서비스, 지역 간 재정 격차, 전문인력 부족 등으로 ‘사각지대’를 해소하지 못하는 것으로 나타났다. 본 연구는 한국의 학교밖 청소년지원정책의 발전을 위해 의무적 정보연계, 조기 발굴, 맞춤형 통합사례관 리, 다부처 거버넌스, 안정적 재정, 전문인력 확충 등이 필요함을 제언하였다. 끝으로, 본 연구는 한국의 학교밖 청소년지원정책이 ‘잔여적 보호’를 넘어 ‘사회적 포용 및 사회투자 중심의 국가 안전망’으로 재구조화되어야 한다고 주장한다.

This study aims to analyze the current status and limitations of the support policies for out-of-school youth in South Korea and to propose strategies for improvement. To enhance practical and policy implications, the analysis reflects the realities and shifts in the policy environment since 2020. Reconstructing Gilbert and Terrell’s framework for policy analysis, this study evaluates the ‘2nd (2021–2023) and 3rd (2024–2026) Basic Plans’ across four dimensions: allocation, provision, delivery system, and finance. These policies are then compared with cases from major countries’ support policies for out-of-school youth such as the Workforce Innovation and Opportunity Act (WIOA) in the U.S., the Client Caseload Information System (CCIS) in the U.K., and the Regional Youth Support Stations in Japan. The analysis reveals that out-of-school youth are exposed to complex risks, including mental health issues, social isolation, and labor market vulnerability. However, current policies fail to resolve coverage gaps due to limitations in information linkage, fragmented services, regional financial disparities, and a shortage of specialized personnel. For the advancement of South Korea’s support policies for out-of-school youth, this study suggests the necessity of mandatory information linkage, early identification, customized integrated case management, multi-ministerial governance, stable financing, and the expansion of professional personnel. Finally, this study argues that support policies for out-of-school youth in South Korea should be restructured beyond “residual protection” into a “national safety net centered on social inclusion and social investment”.
