켄 로치의 영화에 나타난 ‘디지털 복지’와 ‘플랫폼 노동’ 비판 : <나, 다니엘 블레이크>와 <미안해요, 리키>를 중심으로
본 논문은 켄 로치의 영화 <나, 다니엘 블레이크>와 <미안해요, 리키>를 분석하여, 신자유주의적 복지국가와 플랫폼 자본주의가 노동계급과 취약계층의 기본권(사회권 및 노동권)을 어떻게 형해화하고 있는지를 비판적으로 고찰한다. 이를 위해 본 논문은 로익 바캉(Loïc Wacquant)의 ‘징벌적 복지국가’, 지그문트 바우만(Zygmunt Bauman)의 ‘잉여인간’, 그리고 가이 스탠딩(Guy Standing)의 ‘프레카리 아트’ 논의를 이론적 자원으로 활용한다. 연구 결과, 국가는 ‘디지털 복지’ 시스템을 통해 빈곤의 책임 을 개인에게 전가하고 배제를 합리화하고 있었으며, 플랫폼 자본주의는 ‘독립계약자(개인사업자)’라는 미명 하에 개인에게 모든 위험과 비용을 전가하고 불안정 노동을 강요하고 있음이 확인되었다. 본 논문 은 두 영화가 재현하는 신자유주의적 통치성을 통해 신자유주의적 생활세계의 실상을 폭로하고, 인간 존엄과 기본권 회복을 위한 사회정책의 방향성을 제언한다.
This paper critically examines how the neoliberal welfare state and platform capitalism eviscerate the fundamental rights (i.e. social and labor rights) of the working class and vulnerable populations, through an analysis of Ken Loach’s films, ‘I, Daniel Blake’ and ‘Sorry We Missed You’. To this end, this paper utilizes the theoretical frameworks of Loïc Wacquant’s ‘punitive welfare state’, Zygmunt Bauman’s ‘human waste’, and Guy Standing’s ‘precariat’. The findings reveal that the state shifts the responsibility of poverty onto individuals and rationalizes social exclusion via the ‘digital welfare’ system. Furthermore, it is confirmed that platform capitalism shifts all risks and costs onto individuals under the guise of ‘independent contractors’, thereby coercing them into precarious labor. By elucidating the neoliberal governmentality represented in these two films, this paper exposes the reality of the neoliberal lifeworld and proposes directions for social policy aimed at restoring human dignity and fundamental rights.
