Sectoral Linkages between SDGsESG and Social Welfare : Focusing on the Green Welfare State, Social Value Orientation, and Collaborative Governance
Contemporary welfare states face severe challenges regarding their long-term sustainability amidst the dual crises of deepening social inequality and the rapidly increasing climate emergency. In response to these complex dilemmas, what has emerged as a promising paradigm is an integrated framework of Sustainable Development Goals (SDGs) and Environmental, Social, and Governance (ESG) criteria. The SDGs represent a normative system of international action ethics established by the United Nations for global stability and development, and ESG serves as an operational code for ethical management tailored to targeted domains such as corporate management and public administration. Social welfare fundamentally aligns with SDGs-ESG, as its primary institutional objective is to guarantee safe, equitable, and flourishing lives for citizens. This paper examines the theoretical linkages between SDGs-ESG and social welfare, analyzing their empirical and institutional manifestations across three distinct welfare provider domains: public, private, and welfare mix. First, the Public Domain (Environment): The public welfare sector is intrinsically tied to the transition toward a ‘Green Welfare State’. This shift transcends traditional carbon-dependent, productivist welfare regimes by prioritizing ecological reproduction and realizing environmental justice. Second, the Private Domain (Social): The private welfare sector centers on enhancing ‘Social Value Orientation’. This domain critically reflects upon the marketization of welfare—which has historically privileged market-driven logic and managerial efficiency— thereby re-establishing publicness and social accountability. Third, the Welfare Mix Domain (Governance): The welfare mix sector aligns with building genuine ‘Collaborative Governance’. Rather than serving as a mere administrative tool for municipal fiscal soundness, it fosters substantive public-private partnerships anchored in institutional trust and transparency. Finally, this paper outlines key practical tasks for social policy and administration, offering strategic policy recommendations to achieve a paradigm of ‘Sustainable Welfare’.
