사교육을 넘어서는가? 교육적 역량의 분화, 조직 재구성, 그리고 재통합: 중국 New Liberal Academy 사례연구
중국의 사교육 연구는 주로 참여와 불평등, 규제, 공급자 퇴출, 그리고 가계와 개별 강사의 대응에 집중되어 왔다. 사 교육 기관과 운영자를 다룬 연구는 상대적으로 적으며, 특히 사교육 공급자가 시간에 걸쳐 교육적 역량을 어떻게 형성하 고 이를 서로 다른 조직 형태에 어떻게 배치하는지는 충분히 밝혀지지 않았다. 이 사례연구는 상하이의 New Liberal Academy(NLA)를 대상으로, 자율형 고교 입시를 겨냥한 OxCourse에서 출발한 조직의 발전 과정을 분석하였다. 분석 자 료는 국가 정책문서, 기업 및 민정 등기기록, 고위 운영진 면담, 설립자의 공개 강연, 2017년에 작성된 체계 설명 문서, 두 건의 내부 도해, 그리고 2022년부터 2026년 사이에 생산된 조직 자료이다. 분화-통합 이론을 적용한 결과 두 차례의 분화와 그에 뒤이은 재통합이 확인되었다. 첫째, 선발형 입시가 요구하는 다차원적 과제로 인해 OxCourse는 교육과정, 교원 구성, 평가, 동료 탐구, 학습 설계, 학습자 지원을 분화시켰다. 둘째, 분류 규제와 허가 요건이 강화되는 시기를 거치 면서 이미 형성되어 있던 이 기능들은 법적 업무범위가 서로 다른 여섯 개 등기 주체로 분산되었다. 이후 NLA 플랫폼은 전문 역할, 프로젝트 계열, 독서 자원, 학습자 포트폴리오, 공유된 정체성을 통해 이들을 다시 연결하고자 하였다. 이 사 례는 규제 변화가 교육적 역량의 조직적 위치와 경계를 바꾸었으나 법인 설립의 유일한 동기로 간주되어서는 안 된다는 점을 보여준다. 아울러 일부 사교육 공급자는 학교 교육과정만이 아니라 더 넓은 선발 체제를 따라가는 그림자일 수 있 음을 시사한다.
Research on private tutoring in China has focused mainly on participation, inequality, regulation, provider exit, and the responses of families and individual tutors. A smaller body of work has examined tutoring institutions and managers, but less is known about how tutoring providers develop educational capabilities over time and distribute them across different organizational forms. This case study examines the organizational development of New Liberal Academy (NLA), a Shanghai organization whose lineage began with OxCourse, a provider oriented toward selective high-school admissions. The study draws on national policy documents, business and civil-affairs registration records, a senior-management interview, a founder’s public lecture, a contemporaneous 2017 system description, two internal diagrams, and organizational materials produced between 2022 and 2026. Using differentiation-integration theory, the study identifies two forms of differentiation followed by reintegration. First, the multidimensional demands of selective admissions encouraged OxCourse to differentiate curriculum, staffing, assessment, peer inquiry, planning, and learner support. Second, during a period of increasingly classified regulation and licensing, these pre-existing functions became distributed across six registered entities with different legal scopes. The later NLA platform attempted to reconnect them through professional roles, project sequences, reading resources, learner portfolios, and a shared identity. The case shows that regulatory change altered the organizational location and boundaries of educational capabilities but should not be treated as the sole motive for entity formation. It also suggests that some tutoring providers may shadow broader selection regimes, not only school curricula.
