Contested Educational Boundaries, Recurring Technological Concerns: Stakeholder Perceptions at an International Conference and Workshop on Private Tutoring Studies in Korea

초록

본 연구는 사단법인 한국사교육연구협의회가 개최한 첫 국제학술대회와 워크숍에 참여한 이해관계자들이 행사 전과 행사 과정에서 사교육연구에 대한 기대, 우선순위, 이해를 어떻게 표현하였는지를 분석하였다. 이틀간 진행된 행사에는 총 118명이 최종 등록하였으며, 본 연구에서는 이들 가운데 자발적으로 사전설문에 응답한 50명(N=50)의 자료와, 그중 워크숍에서 서술형 성찰자료를 작성한 중첩 하위집단 24명(N=24)의 자료를 분석하였다. 응답자의 구성과 폐쇄형 문항의 선택 양상을 파악하기 위해 기술통계를 실시하였다. 개방형 자료는 연구자 주도·AI 보조 방식의 지시적 내용분석을 적용 하여 분석하였으며, 연구자가 코드북과 판단기준을 설정하고 AI가 잠정적인 코딩안을 제시한 후 연구자가 모든 코딩 결 과를 직접 검토하여 최종 확정하였다. 이후 통합표를 활용하여 정량적 자료와 정성적 자료의 분석 결과를 통합하였다. 분석 결과, 기술 및 AI와 관련된 관심은 여러 자료에서 반복적으로 나타났다. 다만 설문 문항 중 하나가 디지털 시대를 명시적으로 제시하고 있었기 때문에 이러한 양상은 신중하게 해석하였다. 보다 중요한 발견은 사교육 현장의 실천가들이 사교육을 공교육과의 관계 속에서 반복적으로 정의하고 있었다는 점이다. 이러한 주제는 연구자가 사전에 설정한 시장· 정책·기술·형평성 중심의 폐쇄형 응답범주에는 포함되어 있지 않았다. 또한 워크숍에서 생성된 서술형 성찰자료에서는 사전설문의 향후 연구의제 문항에 비해 형평성, 학습자 존엄성 및 사교육 종사자의 정체성과 관련된 내용이 더 많이 나 타났다. 그러나 본 연구설계로는 이러한 차이가 워크숍의 영향에서 비롯된 것인지, 자료수집 방식과 질문 맥락 또는 하 위집단 구성의 차이에서 비롯된 것인지를 구분할 수 없었다. Haas(1992)의 인식공동체(epistemic community) 개념은 본 연구에서 인식공동체의 성립 여부를 검증하기 위한 이론적 모형이 아니라 감응적 해석틀(sensitizing lens)로 제한적으로 활용하였다. 연구자료는 일부 인과적 지향, 규범적 지향 및 공동의 과업에 관한 인식을 보여주었으나, 인식공동체의 핵심 구성요소 중 하나인 지식의 타당성에 관한 공유된 기준(shared notions of validity)은 직접적으로 측정하지 않았다. 이러 한 결과는 기술변화에 대한 관심이 이해관계자들 사이에서 반복적으로 나타나는 가운데서도, 사교육의 교육적 경계와 정 체성은 여전히 서로 다른 인식과 입장이 경합하는 영역으로 남아 있음을 나타내고 있다.

This study examined how self-selected stakeholders connected to the Korea Association of Private Tutoring Studies' first international conference and workshop had articulated their expectations, priorities, and understandings of private tutoring studies before and during the event sequence. A total of 118 individuals completed final registration for this two-day event; the present study analyzes data from a subset of self-selected participants who completed a pre-conference survey (N = 50) and, within that group, a nested subset who produced workshop-generated written reflections (N = 24). Descriptive statistics characterized respondent composition and closed-item selections. Qualitative analysis used a researcher-led, AI-assisted directed content analysis in which the researcher specified the codebook and decision rules, AI generated provisional coding suggestions, and the researcher reviewed and finalized every coding decision. Joint displays then integrated quantitative and qualitative patterns. Technology-related concerns recurred across data sources, but this pattern is interpreted cautiously because one survey item explicitly foregrounded the digital age. The more consequential finding was that practitioners repeatedly defined private tutoring through its relationship with public schooling—a theme absent from the survey's predetermined market-, policy-, technology-, and equity-oriented response categories. Workshop-generated reflections also contained more equity-, dignity-, and practitioner-identity content than the full pre-conference future-agenda item, although the design could not distinguish workshop influence from differences in elicitation context or subset composition. Haas's (1992) epistemic-community concept is therefore used only as a sensitizing lens: the data illuminate selected causal, normative, and shared-enterprise orientations but did not directly measure shared notions of validity. The findings suggest that the educational boundary and identity of private tutoring remain contested even as stakeholders repeatedly raised concerns about technological change across both phases of the event.
