Standardizing Maritime GHG Reporting Data: Model Design and Applicability
As decarbonization regulations for international shipping become increasingly stringent, vessel operational data have become a key basis for regulatory compliance, emissions calculation, verification, and information sharing among stakeholders. Major regulatory frameworks, including IMO DCS, CII, EU MRV, EU ETS, UK ETS, and FuelEU Maritime, require similar data such as fuel consumption, distance travelled, hours underway, cargo information, and emissions. However, differences in regulatory scope, reporting units, and data definitions increase the burden of repeated data entry, data reprocessing, and quality management for shipping companies and verification bodies. This study compared and analyzed the key data requirements for maritime greenhouse gas regulatory reporting, and a standardized data model for environmental regulatory reporting that can be commonly applied across multiple regulations was proposed. To this end, existing operational data standard models used internationally were reviewed, and standardized data groups were derived from the perspective of regulatory reporting. The applicability of the proposed model was then examined using actual vessel operational data by assessing item-level mapping and regulatory reporting usability. The results indicate that the proposed model can structure key input data required for IMO, EU, and UK maritime greenhouse gas regulatory reporting based on existing Log Abstract and Bunker Summary data. The proposed model was further specified into an actual reporting format, and nine data consistency validation rules were derived. Their application to actual vessel data quantitatively identified traceability issues at the level of individual bunker delivery records, which are not detected at the aggregate level. The results of the study provide a practical basis for improving data interoperability and establishing a verifiable reporting framework for maritime greenhouse gas regulations.
