The mandatory installation of the ECDIS (Electronic Chart Display and Information System) became an important navigational equipment for navigation officer. In addition, ECDIS is a key component of the ship's digitalization in conjunction with various navigational equipment. Meanwhile, cyber-attacks emerge as a new threat along with digitalization. Damage caused by cyber-attacks is also reported in the shipping sector, and IMO recommends that cybersecurity guidelines be developed and included in International Security Management (ISM). This study analyzed the cybersecurity hazards of ECDIS, where various navigational equipment are connected. To this end, Importance-Performance Analysis (IPA) was conducted on navigation officer using ECDIS. As a result, the development of technologies for cyber-attack detection and prevention should be priority. In addition, policies related to ‘Hardware and Software upgrade’, ‘network access control’, and ‘data backup and recovery’ were analyzed as contents to be maintained. This paper is significant in deriving risk factors from the perspective of ECDIS users and analyzing their priorities, and it is necessary to analyze various cyber-attacks that may occur on ships in the future.

최근 해상 교통 환경의 변화로 인해 해군함정 사고가 지속적으로 발생하고 있으며, 특히 2017년 미 해군 구축함 사고로 인해 심각한 인명피해가 발생하였다. 이에 본 연구에서는 해군 교육 자료, 해군함정 사고 재결서, 미구축함 사고 분석 보고서의 해군함정 사고사례를 이용해 해군함정 사고를 분석하고 시나리오를 구축하였다. 이를 위해 조사한 자료를 중심으로 함정 사고 현황을 파악하고 사고사례를 분석하였다. 사고재현 절차에 따라 사고사례 17건을 재현하고 해군함정 사고 시나리오를 구축하였다. 해군함정 사고 17건의 CPA, TCPA 및 PARK 모델 위험도 분석 결과, 충돌위험은 평균적으로 사고발생 5~6분 전을 기준으로 증가하는 것으로 분석되었다. 본 연구의 결과를 해군 사례 교육 및 시뮬레이션 교육의 시나리오 기초자료로 제공하여 해양사고 예방에 기여하고자 한다.

최근 4차 산업혁명이라는 기치아래, 인공 지능, 사물 인터넷, 스마트 공장, 협업 로봇, 3D 프린트, 무인 자동차 등에 이어 최근에는 블록체인이라는 기술과 함께 비트코인이라는 광풍이 한바탕 광풍처럼 지났지만 아직도 여운이 가시지 않은 상태이다. 4차 산업혁명으로 우리 이상의 모든 것을 송두리째 바뀌는 현상이 다가온다. 그럼 우리의 화두인 Project Management는 현재 어디쯤 와 있으며, 세상의 변화 흐름에 따라 어떻게 대처하여야 하는가에 대하여 생각을 해보기로 하자. 세상은 변화를 시도하고 있고 생존을 위하여 살아있는 모든 것들은 이러한 변화에 동참해야 한다. 당면한 변화의 흐름에 따라 Project Management도 새로운 패러다임의 형태 변화가 필요한 시점이 되었다. 여기에는 Project Success에 대한 정의부터 달라져야 할지도 모른다. 새로운 변화의 시대를 맞이하여 Project와 Project Management가 어떻게 달라져야 하는지에 대하여 알아보도록 하자.

In this study, a survey was conducted among students who received ARPA/radar simulation training in order to verify the effect of training. An effective training method based on the analysis results was also proposed. Furthermore, this study analyzed full mission simulation conducted over one semester, and found that training effect increased as time passed. The survey showed improvement in skills related to radar/ARPA utilization, ARPA decoding, ship handling, and overall skill. Students responded practical skills improved more than theoretical knowledge, and also analysis showed that ship handling skills had a larger effect than radar decoding skills on improving overall skill, therefore proposed that theoretical education regarding the functions of radar and ARPA should be reinforced in ARPA/radar simulation training.
