        The purposes of this study are to conduct comparative study between juvenile correctional education and alternative education system and to suggest ways to make juvenile correctional education more effectively. The ideology for establishment of juvenile correctional schools and alternative schools is very similar from the point of view that both schools deal with maladjusted students. However, the juvenile correctional schools emphasize more toward vocational training while alternative schools stress human nature recovery. The alternative schools organize classes such as meditation, yoga and mind control diary to develop human nature. In addition, teacher professionalism and more diverse instructional teaching methods need to be developed in juvenile correctional schools. The alternative schools pursue to teach future oriented knowledge instead of simple acquisition of skills, move towards small schools, student-oriented curriculum, and education that can be learned from daily life. To make more effective juvenile correctional education and to incorporate merits of alternative school systems, following improvement schemes are suggested. Firstly, considering that main purpose of juvenile correctional school is to correct delinquent subculture, the juvenile correctional education need to stress more towards curriculum by accommodating mind recovery subjects and activities. Secondly, it is important to motivate students in participating school activities through providing opportunities for voluntary involvement. Thirdly, the juvenile schools need to accommodate mind cultivation program so that students can realize how much they meant to society and to recover their value to society. In addition, to conduct effective education, teachers need to be trained for professional growth, including education reimbursement programs. It is teacher's responsibility to guide maladjusted students by developing their teaching and counseling abilities. Finally, it is necessary to organize evaluation system for curriculum and course organization, by including students and parents.

        The purposes of this study are to analyze economic effect of prison labor on free market economy and to suggest ways for more effective prison labor industry. The impact of prison labor on non-prison labor has been debated over the years. Proponents have touted the social benefits of decreased net cost of prisons, improved behavior in prison, the potential for low recidivism, and rehabilitation through development of work and social skills. Opponents of prison labor from the beginning have pointed out the private costs of lost jobs and lost sales of industries outside the prison. Although it is very difficult to measure and compare quantitatively benefits and costs of prison labor, there is inverse relationship between prison labor and recidivism rates. According to Federal Bureau of Justice, inmates involved in prison labor has better chance to be employed and to receive higher wage. In addition, the revenue from prison work can pay for the costs of housing them in prison and prison labor leads to increased production of goods and services that can help in developing regional economy. In spite of the advantages of prison labor, it is argued that prisoners work is exploitative and it will displace civilian business and labor. These concerns put in place as the size and scope of prison labor expands and motivate legislative efforts in restricting prison labor. To improve quality of prison labor, the Bureau of Prisons needs to allow more private companies to employ prisoners at reasonable wage and to cultivate useful skills. Moreover, the operation body and methods of correctional work program should be reformed and specialized. It is recommended to consider establishment of special organization that concentrates in operating prison labor industry. Finally, it is suggested to benefits of prison labor should be measured and publicized to ensure quality of correctional work program.

        The purposes of this study are to suggest issues to provide more effective vocational training of inmates by investigation differences in training system between Korea and United States. Current training systems are analysed from the viewpoints of operating body, curriculum and performance measurement. The Bureau of Prisons(BOP) in both counties has long recognized the importance of vocational training as an opportunity for inmates to improve their knowledge and skills and to support successful integration into the society. While American BOP establishes open network with other administrative bodies and professional institutes to ensure quality of training, Korea BOP carries out training independently. In addition, in many cases, American institute starts with needs assessment to provide more suitable training based on the level of inmates and try to measure performance results. According to the Federal Bureau of Justice, There is an inverse relationship between recidivism rates and vocational training. The more training received, the less likely an individual is to be re-arrested or re-imprisoned. To improve quality of vocational training of inmates, Korean BOP needs to cooperate with other government bodies and to establish open training network by including professional institutes. In addition, the benefits of vocational training should be measured and publicized to ensure quality of training and to secure funds for inmate vocational program. Furthermore, various job placement programs should be accompanied to provide smooth transition to the society.

        The purposes of this study are to analyse operating systems of inmate's vocational education and training program and to suggest more effective methods in improving quality of vocational education and training. The vocational education and training should be carried out to meet the diverse educational needs of inmates through academic and transitional services whereby inmates can successfully integrate into society. In addition, inmates can secure employment and become responsible citizen through education and training so that reduce possibility of the repetition of an offense. Current education and training program are analysed from the viewpoints of curriculum, operating body, selection method of trainee and evaluation process. To improve quality of education and training, curricula need to be diversified and specialized. The correctional education should be recognized as a progressive and effective education system that provides inmates with socially acceptable skills and transferrable to the society. In addition, ways to establish in connecting various training organizations, in selecting trainees, in developing teaching methods are suggested. The importance of developing evaluation tools and employment services and institutional repletion are emphasized and new details are suggested.
