        After the Gyeong-ju 9.12 earthquake, we found the necessity of seismic design of nonstructural element is important to reduce damages in view of properties and economic losses. This study focused on the investigation of damages including both properties and human beings. It was found that most of the damages are leaking of water pipe line, rupture of glasses, spalling of roof finishing, cracks of building, and falling from roof. It was also found that the seismic design force of nonstructural elements is taking account into the natural periods, amplification factors, response modification factors to forsee inelastic behaviors. From this studies, it is recommended that more studies are necessary on the seismic design force of nonstructural element.

        The Recent earthquake damage of surrounding countries is increasing, occurrence of frequent earthquakes in the country, thus, the interest about the seismic performance of the structure is increasing. Korea, was established in 2008 earthquake measures method, KBC2009 was also amended by design standards. KBC2009 based seismic design and seismic strengthening has become mandatory, Design of the building before the current seismic design standards must be satisfied in KBC2009. Therefore, ATC-40, FEMA-273 and seismic performance evaluation of Korea Infrastructure Safety Corporation will conduct the seismic performance evaluation at the Previous design code building.

        The domestic research of the steel plate concrete structures have been focused on the nuclear structures that usually reqire large strength. This research tried to establish some basic design information of SC structures using non-cement concrete. This paper studied on the compressive characteristics, effective length factors subjected to the concentrated compression loadings. The effective length factors were calculated by Euler Column Theory rather than using Plate Buckling Theory. The strains which are requird in calculating the effective length factor were measured to caculate the effective length factor at the yield of surface steel plate, the buckling of surface steel plate and the failure of concrete.
