        Terminal market has rapidly crashed and market rates have taken a sharp plunge. The substantial throughput decrease resulted from the world economic downturn has been a finishing blow to the terminal operators in Busan. Every terminal operator is taking cost saving as its first priority and accelerating structural reform and downsizing. Under the desperate situation, the need of effective cost analysis would be highly required to effectively control operation cost and to develop new services to satisfy the different needs of the customers. Furthermore, terminal operators could reduce unnecessary activities and concentrate their resource on the more cost-effective process through the operation cost analysis. In order to suggest a new framework of the cost control of container terminals, this paper seeks to analyze terminal costs based on ABC approach by processing actual data.

        Busan North port is facing crisis due to the opening of the New port. The North Port and NewPort are competing for a limited volume of cargoes and this competition is leading after all to price competition, lowering cargo work fee that may result in the failure of both This paper proposed the balanced development plans, which are the strategies of business tie-up and activation between the North Port and NewPort by introducing the strategy of "co-opetition" and the analysis for the success factor of co-opetition: to solve this operational problems on Busan port. It is found out that activation strategy is more successful co-opetition strategy than business tie-up strategy. The execution for the two co-opetition strategies will lead Busan Port to the balanced development as well as the enhanced competitiveness and will leap Busan port into global hub port as well.

        Nowadays a fierce competition among the liner carriers and thus liner shipping market is characterized by chronic overtonnage and lower freight rates. So this paper's purpose is to analysis the determinant of liner freight rates and to seek for an effective policy and counter measures to stabilize liner freight market and rates. To achieve research purpose, on empirical and theoretical study was conducted. Survey questionnaire Objects are local ship operators and international freight forwarders in Korea And analysis method are reliability Test, factor analysis method for the variable choice and used the Structural Equation modeling(SEM) analyzing relationship determinant of freight rates with freight rates change & shipping company's decision & performance. As to Results of survey analysis. The best optimization strategy for both carriers and shippers in liner shipping business is to maintain a stable and adequate fright rate without its rapid fluctuation as per supply and demand in the market. To be concrete, it is essential for them to set up and effectively manage on international institute or association for the purpose of I) constant study and circulation of ships capacity us cargo movements, ii) strong recommendation of capacity adjustment.
