현재 시범 시행중인 자동요금징수(ETC: Electronic Toll Collection) 서비스는 차량 주행 중에 차량내의 자동요금징수 서비스 전용 단말기에 내장된 카드 리더 장치로부터 삽입된 스마트 카드의 정보를 읽어 과금을 결재하는 방식을 채택하고 있다. 본 논문에서는 현 ETC 시스템인 카드 리더 방식에서 발생되는 단점을 극복하고 처리하여 성능이 향상된 자동요금징수 서비스를 위하여 차량이 주행 중에 휴대폰을 이용하여 통행료를 자동으로 징수하는 시스템을 제안한다. 휴대폰을 이용한 자동요금징수 결재 시스템을 통하여 운전자는 카드리더의 이용시 발생되는 카드와 카드 리더간의 불일치로 발생될 수 있는 문제점을 극복할 수 있으며 나아가 휴대폰을 이용하여 요금을 결재함으로서 보다 능률적인 데이터 처리 및 편리한 사용자 환경을 구축하였다.

기존 RTK-GPS(Real Time Kinematic-Global Positioning System)는 고가의 장비인 RF(Radio Frequency) 방식의 무선 모뎀을 사용하므로 사용자의 무선국 허가, 전파의 지리적 장애물에 의한 영향, 전송거리의 제한, 주파수 혼신, 주파수 자원의 유한성 등의 문제점이 있다. 본 논문에서는 이런 문제점을 해결하기 위해서 RTK-GPS 수신기의 무선 모뎀을 대체할 수 있는 방법으로 휴대전화를 이용한 DGPS 수신기와의 보정신호 전송기법을 설계하고, RTK-GPS 수신기와 휴대전화간의 연동을 위한 인터페이스 모듈의 설계 및 PIC(Programmable Integrated Circuit)를 이용한 하드웨어 모듈을 구현하였다. 그 결과 인터페이스 모듈은 GPS 수신기와 휴대전화간의 인터페이스 모듈로서 RS-232C와 통신 제어를 통한 보정신호의 전송을 가능함과 이동국에서는 송신 및 수신 된 보정신호 데이터를 이용하여 상대 측위를 통한 정밀한 측위가 이루어짐을 얻었다. 기준국과 이동국의 휴대전화를 연동한 인터페이스 모듈 시스템은 기존의 RF 방식의 무선 모뎀 시스템과 비교하여 거의 동일한 정밀도를 얻을 수 있었다.

In this study, an interface is developed in compliance with the standards which is made by National M.E.A in U.S.A for transmitting the Marine Gyrocompass information. The interface consists of Bearing Signal Transfer, Bearing Signal Demodulator, Bearing Signal Discriminator, Bearing Counter and, Informatioin Tranmitter. The results are as follows : The transmission of bearing information was achieved successfully on the Marine RADAR by the interface tranmitting for the Marine Gyrocompass. And, newly proposed phase-detector in Bearing Signal Discriminator which method is forcibly reset the previous data of D-T Flip Flop can be solved the problems of the delay in phase discrimination and the unstableness in the boundary areas of input signal.
