        As the transportation paradigm shifts from vehicle-oriented to pedestrian-oriented, active research has been conducted on road designs that consider the safety of pedestrians, cyclists, and personal mobility users. This study aims to respond to this change by developing installation warrant factors and improving the minimum size design standards for triangular islands. This study involved reviewing domestic and international laws and guidelines, analyzing the current installation status of triangular islands, examining case studies of improvements, and assessing policy changes. Based on the findings, important insights were derived, and improvement plans to enhance the safety of pedestrians, vulnerable users, and other road users were proposed. This study identified several issues and confirmed that policies in both domestic and international contexts are shifting towards minimizing or removing the triangular islands. Based on these findings, this study developed 24 factors for installation warrants to determine the installation of triangular islands, such as the design speed and peak-hour volume for pedestrians. In addition, the proposed improvements suggest increasing the minimum size design standards from 9m2 to 22m2 to ensure the safety of users. The factors of installation warrants and improved minimum size design standards proposed in this study are expected to help shift the operation of triangular islands from a vehicle-oriented to a pedestrian-oriented approach.

        본 연구는 그리스의 GR-eco Islands 프로젝트를 생태현대화 이론 (Ecological Modernization)의 틀에서 분석하고, 약한 EM과 강한 EM 관점에서 이 프로젝트의 정책적 요소와 성과를 평가하였다. GR-eco Islands 프로젝트는 재생 가능 에너지를 기반으로 한 탄소중립과 지속 가능한 발전을 목표로 하며, 지역사회, 정부, 민간 기업 간의 협력을 통 해 실행되는 점에서 생태현대화 이론의 실천적 사례로 주목받고 있다. 할키(Chalki), 아스티팔라이아(Astypalaia), 포로스(Poros) 세 섬을 사례 로 들어 프로젝트의 정책 설계, 실행 과정, 성과를 분석하였다. 연구 결 과, GR-eco Islands 프로젝트는 강한 EM의 핵심 요소인 생태 중심적 접근, 민주적 의사결정, 제도적 개혁을 충실히 반영하였으며, 탄소 배출 감소와 에너지 자립 실현 등 주요 성과를 달성하였다. 그러나 국제적 협 력의 부족, 데이터 접근성의 한계, 장기적 효과 평가의 미흡함 등 일부 한계점도 확인되었다.

        PURPOSES : The main purpose of this study is to identify directions for improvement of triangular islands installation warrants through analysis of the characteristics of crashes and severity with and without triangular islands on intersections. METHODS : The data was collected by referring to the literature and analyzed using statistical analysis tools. First, an independence test analyzed whether statistically significant differences existed between crashes depending on the installation of triangular islands. As a result of the analysis, individual prediction models were developed for cases with significant differences. In addition, each crash factor was derived by comparison with each model. RESULTS : Significant differences appeared in the "crash frequency of serious or fatal" and "crash severity" owing to the installation of triangular islands. As a result of comparing crash factors through the individual models, it was derived that the differences were dependent on the installation of the triangular islands. CONCLUSIONS : As a result of reviewing previous studies, it is found that improving the installation warrants of triangular islands is reasonable. Through this study, the need to consider the volume and composition ratio of right-turn vehicles when installing a triangular island was also derived; these results also need to be referred to when improving the triangular island installation warrants.
