        The sediment makes up the sea floor and plays an important role as a habitats for living things in the sea. However, pollution of coastal sediment due to internal and external factors such as inflow of contaminants from land and self-pollution becoming more serious, the needs for management of sediment that play an important role in ecology, is increasing. In particular, the review and evaluation of the effects of sediment in marine development projects including reclamation and dredging, have significance in terms of proactive protection and management of surrounding ecosystems. This study proposed the improvement measures for marine sediment management standards on the sea area utilization consultation for the development of public water. For the purpose, The evaluation and management standards of domestic and overseas marine sediments were reviewed and compared. The sediment environment guidelines under the Marine Environment Management Act of Korea were reviewed. Accordingly, the cases of Canada and NOAA, which have various evaluation standards consist of comprehensive factors, were analyzed. For analysis of operational cases, the port and fishing port development projects for the last five years (2016-2020) that are considered to have the greatest impact on sediments among the sea area use consultations were also reviewed. Finally, this study suggested that the assessment factors for ecological hazards and potential human risks should be considered in the sediment environmental standards in the sea area utilization consultation system.

        This study was conducted to determine physico-chemical properties and degree of heavy metal contamination of sediments collected at Yeosu harbor. Outside of harbor (Y1, Y2, and Y3) showed relatively lower ignition loss than those for Y4 and Y5. All sediment samples had similar oxides and minerals based on the XRD and XRF analyses. Heavy metal contamination of the sediments was evaluated using USEPA, Ontario sediment quality guidelines, index of geoaccumulation and total enrichment factor. In summary, sediment Y5 was classified as moderately contaminated region based on index of geoaccumulation and heavily polluted based on standards of USEPA, Ontario sediment quality guidelines, and total enrichment factor. Sample Y5 obtained from the inner side of harbor showed the highest heavy metal contents. Among five heavy metals measured at Y5, Cu concentration was extremely high, which indicated that harbor activity might influence the Cu concentration in harbor sediment.

        In the past, the predictions of beach processes and harbor sedimentation were mainly relied on the hydraulic model tests and empirical methods. In recent years, however, as computers have come into wide use, more accurate models have gradually been developed and thus replaced those conventional methods. For prediction of topographical change near the coastal area, we need informations of wave and current conditions in the numerical model which should be calculated in advance. Numerical model introduced in this study combines wave refraction-diffraction, breaking, bottom friction, lateral mixing, and critical shear stress and three sub-models for simulating waves, currents, and bottom change were briefly discussed. Simulations of beach processes and harbor sedimentation were also described at the coast neighboring Bangpo Harbor, Anmyundo, Chungnam, where the area has suffered accumulation of drifting sand in a small fishing harbor with a wide tidal range. We also made model test for the new layout of the harbor and planned south breakwater for preventing intrusion of sand. Although the model study gave reasonable description of beach processes and harbor sedimentation mechanism, it is necessary to collect lots of field observation data, including waves, tides and bottom materials, etc. for better prediction.
