This research estimates the necessity of a better governance plan on the purpose of fulfillment energy recovery by building resource recycling system for biomass resources and waste resources that derive from agricultural and mountain village areas. The utilization of new renewable energy technology which uses waste and biomass sources diverse as variety of resources, collecting method, operator etc. and is structurally complicated the formation of policy is also very difficult. There is failure because of the problems which occurs from the policy led by government. Biomass Town Development Project should be made through the central government and the local government integrated support system and should be formed a consultative group in order to process the project mutually with these two department including the experts from the related areas. This consultative group, while government organizations carry out the hub function of strategic knowledge management, should carry out the control tower function to be able to be net working transfer the information with the cooperation of private and government so vitalize the communication area among the related actors. And to be able to increase the participation rate of the local people the consistent and various educations should be given so a smooth business promotion progress will be desired through the change of perception and coactive participation of people.

In this study, we analyze the current situation regarding the aging through a survey of domestic research buildings, and propose an improvement plan for research buildings. From the study results, we expect safety improvement and an increase in research productivity by improving the research environment of the buildings.

본 논문에서는 초고층 건축물의 위험성 평가를 위하여 업무연속성계획(Business Continuity Planning)을 통해 초고층 건축물의 자연재난, 인적재난, 사회적재난 등의 재난시 업무연속성 확보를 평가하였다. 이를 위해 건축설계자와 소방공무원을 대상으로 설문조사를 실시하여 주요 위험요인과 의식 등을 도출하였다. 또한 Risk Assessment를 통해 Risk 요인 분석, 취약성 분석, Risk 규명 및 척도를 통해 평가하고 상위 Risk를 선정하였다. 그리고 상위 Risk를 토대로 취약한 안전대책의 방안을 모색하고 그 방법론을 제시하였다.

In terms of the indicators by the type for the landscape plan per the district nit, geographic ecology indicators were the items such as water, water system, topography and climate, while biological ecology indicators were the items such as green zone size, green zone ratio, biotope size and distribution. The sensory and visual indicators were the items such as view point, view axis and skyline, and the accessibility indicator items for the green zone were applied as the socially used indicators. As for the application method according to each indicator, the water or water system was expressed and applied through the slopes and elevation topographic analysis drawings, the climate was expressed and applied through the main direction of the wind and the cold wind pass alley drawings. As for the green zone size and green zone ratio, the land use according to the status and housing area development was compared to present the measured figures. In case of the biotop size and the distribution item, the range was limited to the preparation of the biotope drawings for the focused preservation. As for the view point and view axis, the view point was selected according to the view point to prepare and apply the view analysis drawing in which the view area to be preserved is analyzed. As for the skyline, its landscape photo was composed with the housing area shape, and then skyline photography was applied as the plan in order to propose and consider the various shapes of the skyline. As for the accessibility to the peen zone, the network drawing was drawn to reflect the users' accessibility and continuity of the green zone formed and preserved according to the land use plan and then the drawing was prepared and proposed as the applicable plan.
