        Since cranes are a kind of complex human-machine systems, it is almost impossible to completely secure safety with current technologies. Therefore, managerial interventions to prevent human errors are needed for safely operating a crane. The Occupational Safety and Health law states that cabin-type crane operators should have crane drivers’ licence and crane-related operators (e.g., pendent-type crane operators, slinging workers) should take a special safety training. However, statistics on industrial accidents showed that fatalities due to crane accidents (185 accidents occurred during 2013~2017) were the highest among hazardous machinery and equipment. To effectively control the crane-related accidents, voices of crane workers need to be analyzed to investigate the current status. This study surveyed perceived causes of crane accidents and status of special safety training for crane workers of 387. The survey revealed that 24.3% of the respondents experienced crane accidents and 31.4% eye-witnessed crane accidents. 79% of the respondents pointed human errors such as improper crane operation and improper slinging as the first cause. Lastly, only 16.7% of the respondents took a professional special safety training; but the rest took lecture-based or incomplete education. The findings of the present study can be applied to improve crane-related policies and special safety training systems.

        최근 컨테이너터미널 간의 경쟁이 심화되면서 생산성 측면뿐 만 아니라 비용경제성 측면에도 관심이 부각되고 있다. 특히, 에너지 소모량 및 장비투입 규모가 큰 트랜스퍼 크레인 부문에 대한 비효율적인 작업요소가 컨테이너터미널 경쟁력 제고에 있어서 걸림돌이 되고 있으며 이에 대한 개선은 인적, 물적 운영비용의 절감과 함께 생산성의 향상에도 긍정적인 영향을 미칠 것으로 기대된다. 따라서 본 연구에서는 현재 국토해양부 주관으로 진행 중인 'RFID를 활용한 RTLS 기반 항만물류효율화 사업'을 통하여 제공 가능한 컨테이너터미널 반 출입 대상 컨테이너의 시간적 가시성을 토대의 트랜스퍼 크레인의 배정 및 이동경로에 대한 클러스터링 기반 최적화모델을 제안하고 시뮬레이션 기법을 통하여 기대효과수준을 확인하였다.

        In order to become a mega hub port, major ports all over the world are making every effort to enhance their productivity through efficiency of internal operation. Accordingly, in order to enhance the competitiveness of a container terminal, an automated container terminal is considered as the best alternative. An automated container terminal is using such automated handling equipment as AGV(Automated Guided Vehicles) and ATC(Automated Transfer Crane). The efficient equipment operation plays a critical role in enhancing the productivity of an automated container terminal. In an automated container terminal, the most important equipments are AGV and ATC. Each block of containers with a vertical layout is generally operating two ATCs. The two ATCs can be crossed or not at each block. In the case of operating crossover ATC, it has an advantage of high flexibility that ATC work is possible at both TP(Transfer Point) of each block. But it has also a disadvantage that the yard has to be operated at a low storage level of containers in the terminal yard. Recently, for automated container terminals, which are being prepared for opening in Korea, they plan to use uncrossed twin ATC in order to make the storage level of their yards high at a low cost. Therefore, studies have to be made in order to increase the efficiency of twin ATC system based on the flexibility that the crossover ATC system has. This research aims to suggest an operation strategy to improve efficiency of twin ATC at each storage block in a yard.

        본 연구에서는 장치장 운영규칙의 현실성을 높이기 위해서 트랜스퍼 크레인의 작업운영체계를 분석하고 작업우선순위의 적용을 위한 운영규칙의 적용방법을 설명하였다. 또한 장치장에서 주행로의 특성에 따른 트럭의 대기 및 주행로 점거형태를 분석하여 블록에 진입하여 대기할 수 있는 최대 대기차량수를 도출할 수 있는 산정식을 정리하고 공간의 제약상태를 분석하였다. 또한 공간의 제약사항 극복하기 위해서 공간자원을 정의할 수 있는 다작업원칙을 제시하고 그 원칙을 위한 해법과 순서도를 묘사하였다.
