        Due to the rapid change of global business environment, the growth of China’s steel industry and the inflow of cheap products, domestic steel industry is faced on downward trend. The change of business paradigms from a quantitative growth to a qualitative product is needed in this steel industry. In this environment, it is very important for domestic steel distribution companies to secure their competitiveness by selecting good supply companies through a efficient procurement strategy and effective method. This study tried to find out the success factors of steel distribution industry based on survey research from experts. Weighted values of each factors were found by using AHP (analytic hierarchy process) analysis. The weighted values were applied to DEA(data envelopment analysis) model and eventually the best steel supply company were selected. This paper used 29 domestic steel distribution firms for case example and 5 steps of decision process to select good vendors were suggested.This study used quality, price, delivery and finance as a selection criteria. Using this four criterions, nine variable were suggested. Which were product diversity, base price, discount, payment position, average delivery date, urgency order responsibility and financial condition. These variables were used as a output variable of DEA. Sales and facilities were used as an input variable. Pairwise comparison was conducted using these variables. The weighted value calculated by AHP pairwise comparison were used for DEA analysis. Through the analysis of DEA efficiency process, good DMU (decision making unit) were recommended as a steel supply company. The domestic case example was used to show the effectiveness of this study.

        It is good to use DEA method as it can measure the efficiency without depending on a specific function like cost function. The method also finds out the most efficient group among the sample groups and gives us a specific number. For example, it shows what kind of factor of inefficient group gives how much input and produces how much output. Originally DEA, which was developed by Charnes, Cooper and Rhodes, allows us not only to measure the relative efficiency of Decision Making Units(DMUs) of non-profit organizations whose success cannot be measured by a single bottom-line figure such as profit but also to integrate several variables, which have different measuring scale, into a single model. Therefore we can use physical scales and financial scales simultaneously in the same model without any transformation process. In this study, price and measurable performance indexes of vehicles are used as input and outputs respectively. The purpose of this study is to propose an effective approach for evaluating the relative efficiency of vehicles and to determine the vehicles have high performance efficiency compared to product cost.

        본 연구에서는 국내 해운회사의 안전관리를 위한 여러 가지 투입요소와 산출요소들에 대한 자료를 설문조사하고, 각 해운회사간의 안전관리체제 이행에 따른 효율성을 DEA 분석법을 사용하여 분석하였다. 1998년~2004년까지 각 해운회사의 안전관리체체의 운영효율성을 DEA 모형으로 분석한 결과, 효율성 평균지수가 매년 감소하는 추세를 나타내었다. 효율성 평균지수가 매년 낮아지는 경향을 보이는 이유는 해양사고 건수, PSC지적 건수, 선박보험료, P&I 보험료는 매 년 감소하는 것에 비해 선박수리비, 선용품비와 선박 불가동일수는 매년 감소하지 않고 오히려 증가하는 경향을 보이고 있는 것이 주요한 원인으로 분석되었다.

        This study proposes a new approach which combines Data Envelopment Analysis (DEA) and the Analytic Hierarchy Process (AHP) techniques to effectively evaluate Decision Making Units (DMUs). While DEA evaluates a quantitative data set, employs linear programming to obtain input and output weights and ranks the performance of DMUs, AHP evaluates the qualitative data retrieved from expert opinions and other managerial information in specifying weights. The objective of this research is to design a decision support process for managers to incorporate positive aspects of DEA's absolute numerical evaluations and AHP's human preference structure values. It is believed that a pragmatic manager will be more receptive to the results that include subjective opinions incorporated into the evaluation of the efficiency of each DMU efficiency when the AHP and DEA are combined simultaneously. The WPDEA method provides better discrimination than the DEA method by reducing the number of efficient units.

        The efficiency of port operations is an important indicator of port development. Moreover, there is excess handling capacity in Chinese ports, which results in a slower speed of development. Under the detrimental environment of the international shipping market, it is necessary to improve the operation efficiency of ports for long-term development. This paper provides an assessment of the competitiveness of Chinese seaport companies using the Boston Consulting Group’s matrix, and efficiency measurements using a data envelopment analysis and the Malmquist method. This analysis showed that highly efficient companies reformed their development strategies, which should be a solution considered by less efficient companies, such as Shenzhen Yan Tian Port Holdings Co., Ltd.. Although, having high throughput should be reformed in the investment structure. This research will assist port companies in gaining effective operating experience, and governments in establishing strategic planning to enhance the efficiency of port development.

        본 연구의 목적은 DEA를 사용하여 지방해양수산청의 생산효율성과 경쟁력을 측정하고자 하는 것이다. 선형문제 분석기 EMS를 사용하여 기술적 효율성 프론티어로 부터 한 방향 또는 다른 방향의 거리를 측정한다. 투입지향 측정은 산출 요소를 유지한 상태에서 효율성을 위한 투입요소의 감소치를 측정한다. 이와 같이 산출지향 측정은 입력 요소를 유지한 상태에서 효율성에 필요한 산출수치를 측정하고 무지향 측정은 효율성 개선을 위하여 투입과 산출에 대해 양방향으로 필요한 수치를 측정한다. DEA를 사용한 분석결과에 따라 비효율적 지방해양수산청은 항만행정과 공공기관의 생산 효율성을 강화하기 위하여 상대적으로 효율적인 지방해양수산청을 벤치마킹할 것이 권고된다. 생산효율성에 관한 자료는 모든 활용영역에서 정책 입안자에게 방법론을 제공하고 다양한 체제에서 운용할 수 있는 기초가 될 것이다.
