본 연구는 2008년 한국보건사회연구원에서 조사한 장애인실태조사 자료를 활용하여 총 7,000명을 대상으로 장애인의 접근성과 사회복지서비스 이용여부와의 관계는 어떠한지, 그리고 접근성이 사회복지서비스 이용여부에 미치는 영향을 살펴보고자 한다. 이를 위해 장애인의 접근성과 사회복지서비스 이용현황을 살펴보고, 개인요인, 장애요인, 접근성 요인을 투입하여 로지스틱 회귀분석을 실시하여 자료를 분석하였다. 연구 결과는 다음과 같다. 첫째, 심리적 접근성에서 41.7%가 차별을, 공간적 접근성에서 51.8%가 어려움을 호소하였고, 사회복지서비스 이용여부에서 서비스 이용은 26.4%, 미이용은 73.6%로 나타났다. 둘째, 사회복지서비스 이용여부와 관련하여 심리적 접근성은 사회복지서비스 이용여부와는 상관관계는 없었고, 공간적 접근성이 좋을수록 사회복지서비스 이용여부와 유의미한 상관관계가 있었고, 서비스 이용할 가능성이 높게 나타났다. 따라서 장애인의 복지서비스 이용을 통한 장애인의 인간다운 삶을 보장하고 역량을 강화하기 위해서는 장애인복지 관련 서비스 확대뿐 아니라 서비스를 이용할 수 있도록 장애인의 개인, 장애특성과 접근성을 고려하여 할 것이다.

This report investigated the correlation founded on 7000 persons, on the base of research surveyed in KIHASA(Korea Institute for Health and Social Affairs) on the actual condition of disabled person. It is about that how relationship is between the accessibility in disabled person and utilization in social welfare service, and also, the effect that influences accessibility related in utilization of social welfare service. In order to th research, it is considered accessibility of disabled person actual utilization of social welfare service and used logistic regression analysis based on personal factor, handicap factor, and accessibility factor. The survey result is in substance as follows. First, 41,7% appealed to discrimination in psychological accessibility, 51.8% resorted to suffering in space accessibility, 26.4% complained social welfare service in utilization connected social welfare service, 73.6% contained barbering and beauty treatment in that. Second, concerning of utilization connected social welfare service, there is no relationship between psychological accessibility and utilization based on social welfare service, and the more space accessibility associated with utilization of social welfare service is good, the more high possibility of using welfare service. So, this report considers not only service extension in welfare service connected with them but personal factors and accessibility this elements make the disables’ worthy life through utilization of social welfare service, and raising the empowerment.
