최근 교정시설내의 수용자 자살이 증가하고 있음에도 교정당국에서는 문제의 심각성에 비례할 수 있는 근본적이고 종합적인 대안을 제시하지 못하고 있다. 따라서 본 연구에서는 교정시설내 자살의 원인과 실태를 심층적으로 살펴봄으로써 향후 수용자 자살을 예방할 수 있는 정책적 대안을 모색하고자 하였다. 연구결과, 교정시설내의 수용자 자살을 예방하기 위해서는 다음과 같은 결론을 도출하였다. 첫째, 시설과 보안장비, 그리고 지급물품에 대한 개선이 필요하다. 둘째, 자살예방을 위해서는 보안근무가 철저히 이루어져야 하는바, 이에 대한 선결조건으로서 교정공무원의 인원확충과 더불어 다양한 보안관리 업무가 엄격히 실시되어야 한다. 셋째, 자살위험자에 대한 조기발견 및 치료 시스템 구축과 자살시도자에 대한 응급치료 시스템 등 심리, 보건․의료처우의 개선이 이루어 져야 한다. 넷째, 수용자 스스로 자살충동을 억제할 수 있도록 접견기회를 탄력적으로 적용하고, ‘가족만남의 집’ 등 가족접촉기회를 확대함과 더불어 사회접촉 및 훈련기회를 확대함으로써 수용자가 가족이나 사회와의 유대를 강화할 수 있는 방안을 마련해야 할 것이다.

Despite increase of prisoners' suicide at correctional institutions these days, correctional authorities failed to give fundamental and comprehensive measures that were enough to be proportional to seriousness of the problem. This study carefully examined causes and actual conditions of suicide in correctional institutions to find out political measures that could prevent prisoners from committing suicide. This study suggested measures to prevent prisoners from committing suicide. The findings were : Firstly, facilities, security equipment and articles supplied are demanded to improve their quality. Secondly, security service shall be supplied throughly, for which number of correctional service officials shall increase to do a variety of security management strictly. Thirdly, the ones who are likely to commit suicide shall be discovered earlier, and medical treatment system shall be established, and the ones who have attempted to commit suicide shall be given first-aid treatment, and other psychological, health and medical treatment shall be improved. Fourthly, prisoners shall be given interview opportunity flexibly to let them control suicidal impulse by themselves, for instance, more opportunity to meet family at facilities such as "a house to meet family", and social contact and training opportunity, etc so that they can strengthen relation with family and the society.
