This paper deals with effect of wind forces and moment acting on the training ship SAE NURI. The results of drift angle and counter rudder angle due to wind effect are calculated by using the static equilibrium method especially with nonlinear mathematical expression, and then the critical wind velocity is found out. The given results can be applied directly to T/S SAE NURI in handling under the wind condition and used for merchant ships as a referential tool.

This paper presents hull stress monitoring system installed in LNGC damaged by a Typhoon Elongation/contraction of removed areas has been assessed in terms of possible residual stress that will take place in replaced blocks when the applied load is removed. The bending moment of a vessel changes actually in terms of loss of longitudinal members and the change of weight distribution in repair procedure. The change of bending moment affects mainly in hull stress of longitudinal members. Hull stress monitoring system was installed on upper deck to prove LNGC stable in the criteria to be less than 40MPa during the period of repair procedure. A temperature measuring system was also installed to exclude the additional stress due to thermal effect from the measured hull stress. As a result, the hull stress was modified with the data measured by the temperature measuring system. This hull stress considering thermal effect was used as a guide stress to check the safety of LNGC during the period of repair procedure.

The safety degree of navigation for collision avoidance is closely related with the combination between mariner's behavior and navigational environment. The condition of navigational environment is mainly decided by navigable waters, ship traffic, rule of road, sea state, weather and so on. Especially, the condition of navigable waters and ship traffic in navigational environment are ones of the important factors to attain safe navigation when mariners are underway and crossing, head on or overtaking situation. Thus this paper is to analyze the characteristics of mariner's behavior for collision avoidance caused by ship traffic and navigable waters by analyzing the contents of questionnaire and the results of international collaborative research. As a result, it can be concluded that the density of ship traffic and the area of navigable waters affect mariner's ship handling for collision avoidance.

In this paper, a fault detection method for operator failures using the observation technique is proposed. The suggested algorithm is extended using the conventional sensor/actuator fault detection method. First, it is assumed that operator failure affects human work operations, as it is an external input signal. With this assumption, a human work model with operator failure is suggested. Second, an unknown input observer with proportional and integral gains is introduced. The characteristic of this observer of estimating an external signal without an exact input is shown, and the conditions for the detection of an operator failure are proposed. Finally, by simulating the container crane operations, it is verified that the observer can accurately detect an operator failure and estimate its magnitude from the given internal signal.

This paper is structured into three main parts and a conclusion. The main section provide definitions of efficiency, effectiveness and performance in terms of the distribution channel, followed by a review of related performance measurement, before discussing difficulties of measurement. According to the theoretical approach, it appears that key theroretical issues are centered around customer service, logistics excellence, time compression, the use of IT, and a move towards integrated logistics. The empirical approach shows that in the past, various financial performance indicators were regarded as relevant management information. However, today, management needs additional performance indicators. Therefore, external assessments of effectiveness must be performed to measure customers' satisfaction with the physical flow of product through the distribution channel network. So, what is needed is to take previous normative and explorative research and progress through a framework by developing valid measures of distribution channel's effectiveness and efficiency, and identifying research methodologies suited to the data collection requirements.

This paper discusses the strategies for the future qf the Hong Kong Port and Buasn Port. We assess whether they prepare the ports for the position of being the logistics hub, and as such could assist the ports to maintain their position in the world's container port. We reviewed both the current situation qf the Hong Kong Port and the strategy of the port for the future (Master Plan 2020) to keep the status of logistics hub. With the case study on the Port of Hong Kong, this study attempts to examine what the strategic planning is needed for the Busan Port. We debate the Port of Busan could be seen as a logistics chain for the future. In our discussion, the strategic planning on "Port Vision 2020" for Port of Busan does not address the issues regarding this part, nor does it make any recommendations in terms of the requirement of the logistics private sector.
