현재 영국의 정당은 보수당과 노동당으로 기본적으로 ‘이념정당’이다. 미국의 정당은 민주당과 공화당으로 기본적으로 ‘정책정당’이다. 민주당 은 1930년대 세계 대공황과 수정자본주의를 거쳐 “정부의 시장개입 허 용(변화 허용)”, 반대로 공화당은 “정부의 시장개입 최소화(변화 반대)” 로 구별될 수 있다. 한국의 양대 정당은 현재 ‘이념정당’이라고 할 수도 없고 ‘정책정당’으로 성공했다고 할 수도 없다. 여러 학자들이 한국의 보수정당의 나아갈 길에 대해서 미국의 공화당보다는 영국의 보수당에서 배울 것이 많다고 이야기하고 있다. 극단적 보수보다는 “변화하는 보수” 따뜻한 보수“ 등 온건한 보수를 새로운 방향으로 내세우고 있다. 필자는 대북정책에 있어서는 극단적 보수가 필요하고 다른 분야에 있어서는 온건한 보수나 중도적 노선이 필요하다고 생각한다.

북한의 거듭된 핵실험과 미사일 도발로 인해 한반도의 긴장이 고조되고 있다. 북한 핵에 대한 확실한 핵우산과 북핵의 완전한 폐기를 위해 전술핵 재배치 등 모든 옵션의 가능성을 제한하지 말아야 한다. 스포츠교류로서 2018 평창동계올림픽은 기능주의 입장에서 한반도 통일의 길에 하나의 의미 있는 이벤트라고 할 수 있다. 그러나 신기능주의 입장에서 현재의 북한 핵 위기는 한미동맹의 강화 위에서 풀어가는 것이 가장 올바르고 분명하며 강한 안보를 통해 북한 도발을 응징해야 한다. 지금은 국제사회와 함께 봉쇄와 압박에 매진할 때이다. 유엔의 제재와 미국 등 여러 국가들의 독자 제재에도 불구하고 북한의 계속되고 있는 핵실험과 미사일 도발은 북한에 대한 더욱 강한 압박이 필요하게 만들고 있다. 미국과 중국의 역할과 협력도 더욱 강조되고 있다. 오바마정부의 ‘전략적 인내정책’ 보다 적극적인 트럼프의 한반도 정책을 확실한 한미동맹을 통해 우리는 잘 대응하고 활용하여 북한의 비핵화와 민주평화통일을 이루어 내야 한다.

본 논문은 국제개발협력의 주요 이슈인 지속가능한 개발 중 에너지자원 확보의 한 예로 최근 전세계적으로 이슈가 되고 있는 셰일가스(shale gas)의 개발과 국제개발협력을 중국을 중심으로 다루고 있다. 미국은 셰일가스 생산 급증으로 세계 최대의 에너지생산국으로 올라 섰으며 글로벌시장에서 지배력을 강화하고 있다. 미국과 캐나다를 제외한 지역에서의 셰일가 스 개발성공 여부는 아직까지는 불투명하다고 볼 수 있다. 미국은 자국의 에너지 안보를 위 해서 셰일가스 수출을 중단할 수도 있다. 이에 대비하여 에너지 협력을 강화해야 한다. 즉. 국제개발협력을 강화해야 한다. 셰일가스의 개발은 국제개발협력의 지속가능한 개발의 가장 좋은 예이고 국가 간의 개발협력이 가장 필요한 부문이다. 중국은 늘어나는 에너지 소비로 국내 공급용 에너지 확보가 절실하며 미국과 캐나다의 개발사들은 가스 공급과잉에 직면해 있다. 중국은 매장량, 생산계획 등에도 불구하고 낮은 기술 수준, 부족한 수자원, 인프라 부족 등의 회의적인 시각이 존재하고 있다. 중국이 비전통적 자원 개발이라는 목표를 달성하기 위 해서는 경험, 기술과 노하우를 보유한 미국과 캐나다의 도움이 필수적이다.

This study explains what will be the best policy of Park Geun-hye administration for China(People's Republic of China) in the era of G2(Group of Two). G2 is a proposed informal special relationship between the United States and China. Originally initiated by C. Fred Bergsten as primarily an economic relationship, it began to gain wider currency and scope from foreign policy experts as a term recognizing the centrality of the U.S.-China relationship near the beginning of the Obama Administration. As the two most influential and powerful countries in the world, there have been increasingly strong suggestions within American political circles of creating a G2 relationship where the United States and China would work out solutions to global problems together. One possible reason for the G-2 to possibly be created is to prevent another Cold War. The informal G2 has been considered as helpful in finding solutions to the global financial crisis, North Korea's nuclear program, nuclear non-proliferation and nuclear disarmament, etc. Nuclear weapons in North Korea impose an enormous threat, not only to peace on the Korean Peninsula but the entire world. As a realistic policy, Park must ask China to urge North Korea to abandon its nuclear ambitions.

This study explains relationship of low-carbon green growth among China, ROK, and DPRK. How this and inter-Korean cooperation in energy & environment were interrelated will also analyzed here. Low-carbon green growth is indispensable to sustaining industrial and economic development of these three nations. It seems as if green growth was last on the list of concerns of Western politicians. But now China and South Korea as well as some Western countries were keen to tell the world that they have a strong interest in green growth. 'Green growth' and 'sustainability' are the words on the lips of people all over the world. ROK hosted the Group of 20 Summit and the government's strong drive for green growth reshaped Korea's position on the global map. With the help of President Lee Myung-bak and world leaders, the Global Green Growth Institute has recently turned into an official international organization. Furthermore, the president pledged to establish a Global Green Technology Award and raise government financial assistance to promote the green growth era and motivate talented minds. South Korea is willing to help DPRK with green industry, even for future unified Korea.
