        창조경제는 새정부 출범과 함께 제시된 새로운 경제발전의 패러다임이다. 정 부가 창조경제 정책을 추진한지 3년째를 맞이하고 있으나 창조경제의 규모와 추진 성과에 대한 실감형 분석체계는 부족한 편이다. 이에 본 연구에서는 창조경제 정책 추진의 경제적 파급효과를 정량적으로 추정하기 위한 새로운 방법을 제안한다. 먼저 국내외 창조경제 문헌 검토를 통해 문화⋅콘텐츠, SW 산업 등 외국에서 정의되었던 창조경제의 범위를 협의의 창 조산업군으로 정의하고, 우리 정부에서 제시한 고기술⋅첨단제조업, 과학기술서비스업 등을 추가적으로 포괄하여 광의의 창조산업군을 정의하였다. 다음으로 각 산업군 별로 창조경제 의 핵심 동인 중 하나인 ICT기반 혁신에 따른 투입-산출의 연도별 증감액을 추정하고 산업 연관분석을 통해 창조산업 내 ICT 기반 혁신이 전체 산업에 미치는 경제적 파급효과를 추 정하였다. 분석 결과 2013년 이후 전반적인 경기 하락세에서도 광의의 창조산업에서의 ICT기반 혁 신이 전 산업의 생산, 부가가치 및 고용유발효과의 상승세를 견인하고 있음을 확인할 수 있 었다. 그러나 협의의 창조산업군에서는 ICT기반 혁신의 경제적 파급효과의 증가가 미미한 것을 확인하였다. 본 연구는 크게 두 가지 관점에서 이론적, 정책적 의의가 있다. 첫째로 기 존의 창조경제 성과지표가 투입 역량 중심으로 되어 있어 가시적 효과를 산정하기 어려운 상 황에서 산업연관분석을 통한 산출 중심의 성과를 추정하는 새로운 방법론적 토대를 제공하 였다. 두 번째로 기존의 창조산업 파급효과가 단순히 해당 산업군의 규모 추정에 그쳐 추상 적이고 모호하였다면, 본 분석에서는 창조산업의 전체 규모 중에서 ICT기반 혁신활동이 설 명하는 파급효과를 구체적으로 산출하여 효과 산정의 타당성과 신뢰성을 높였다는 점이다.

        세계화가 빠르게 진행되면서 표준화의 중요성은 날로 증대되고 있으며 표준화를 통한 제품의 호환성 확보는 해외 시장에서의 경쟁력을 결정하는 필수적인 경쟁요소가 되고 있다. 본 연구는 이러한 세계적인 흐름에 부응하여 중소기업의 혁신 역량과 기업 내 표준화 교육 활동 및 그 성과 간의 관계를 분석하였다. 이를 위해 국내 정보통신 및 전기전자 업종 중소기업 약 900여개를 대상으로 분석을 수행하였다. 분석 결과 표준화 교육활동은 기업의 생산 및 품질개선 정도와 R&D 활동개선에 긍정적인 영향을 미치는 것으로 나타났다. 또한, R&D 투자비율은 표준화 교육활동이 생산 및 품질개선에 미치는 영향을 조절하는 것으로 분석되었다. 본 연구는 중소기업의 표준화 교육 활동, 교육성과, 혁신활동의 관계를 규명함으로써 중소기업 및 관계기관의 의사결정자가 혁신 및 표준화 활동의 성과를 극대화하는데 도움을 줄 수 있는 실질적인 시사점을 제공한다는 점에서 그 의미가 있다고 하겠다.

        Both employee satisfaction and loyalty play an important role in increasing the business performances of organizations in the service industry. However, the influence of TQM practices on employee satisfaction and employee loyalty has not been examined in the ICT service supply chain. This study aimed to investigate the impact of five total quality management (TQM) practices on employee satisfaction and employee loyalty in Korean ICT customer service and retail distribution organizations. Based on an empirical study of 578 respondents in a Korean ICT service company, the study examined the hypothesized relationships among TQM practices, employee satisfaction, and employee loyalty. Using structural equations modeling, it is found that TQM practices are significantly related to employee satisfaction, whereas the latter in turn influences employee loyalty. The results of analysis suggest that the ICT customer service and retail distribution organizations should concentrate on enhancing employee satisfaction of their TQM practices and creating a people-satisfied job environment.

        저작권 규율체계의 목적은 단순히 저작권을 보호하자는 것이 아니라 저작물의 이용을 촉진함으로써 궁극적으로 인류 문화의 발전에 기여하고자 하는 것이라고 할 수 있으며, 저작권법을 포함하는 정보법 질서의 궁극적 가치는 자유로운 정보유통을 촉진함으로써 개인의 자유와 민주주의를 실현하는 것이라고 볼 수 있는바, 이러한 점에서 저작권의 보호는 상대적일 수밖에 없으며 상위법인 헌법은 물론 다양한 규제법과 긴장관계를 가지기도 한다. 저작권법 체계상 문화 발전이라는 공익은 다른 법률에 의해 촉진, 보완되기도 하지만 다른 법률상 공익과의 균형을 확보하기 위하여 때로는 제한되기도 한다. ICT 규제법의 경우에도 대부분의 법제는 기술발전을 위한 창의적 활동을 장려하기 위하여 저작권의 창출과 보호를 지원하는 것이지만 일정한 경우에는 저작권을 제한함으로써 다른 공익 목적을 달성하고자 하는 경우도 있다. 저작권 제한의 대표적인 경우가 방송법상 지상파방송 의무 동시재송신의 경우 동시중계방송권 배제 규정이다. 방송법상 동시재송신 조항은 방송의 공익성으로서 보편적 서비스에 대한 접근권과 이를 통한 민주적 여론 형성을 목적으로 하고 있는바, 방송법상 동시재송신에 대한 저작권의 제한은 저작물의 이용을 촉진함으로써 표현의 자유와 방송의 공익성을 도모하기 위한 것으로 헌법적 정당성이 인정된다고 할 수 있다. 결론적으로 표현의 자유의 우위와 방송의 공익성을 고려하여 방송법상 동시재송신에 있어서 저작권 문제를 정리하는 경우 저작물의 활용 확대라는 차원에서 복잡한 저작권 권리관계의 간소화와 명확화, 방송분야 저작권 이슈에 대한 전문규제기관의 역할 강화라는 방향으로의 개선이 필요할 것으로 판단된다.

Basic research on Ethiopia and Adama Science and Technology University and interviews with each stakeholder were conducted in order to reveal which factors play a role in the decision to adopt ICT.

        Regional education experts from various developing countries (Bangladesh, Nepal, Sierra Leone, Tanzania, The Gambia) of west Africa and Asia-Pacific regions and experts in ICT in education from Korea cooperated to analyze the current situation of ICT utilization for schools in developing countries. From their research and reflections of participants' countries situation following things are recommended to be considered with priorities. Firstly, the expected problems and difficulties of introducing ICT in developing country schools from six levels including (teachers level, schools level and communities level). Then, solutions thereto are derived for the following six aspects: motivation of teachers, awareness building, Funds, ICT training for teachers, ICT equipment for the teachers, transparency and accountability.

        The world is in the process of a structural change related to ICT convergence knowledge industries. ICT is leading to the creation of new products and services, and is making our lives more convenient, safer, and more efficient. In advanced countries, many studies have been conducted with the goal of developing new business models converged with ICT, and this is also the case in the food industry. Korea possesses world-leading ICT, and if this ICT is applied to the food industry, a world-class new business model can be developed. The u-Food System, which is in the process of development in Korea, is a next-generation food system that can allow food providers, consumers, and distributors to access various types of information about food products, including traceability, distribution, safety, quality, and freshness, and manage this information. It is a future food system that converges ICT, biotechnology and sensing technology with food. Based on the u-Food System, this paper will introduce the status of current smart quality distribution technologies that converge ICT (such as sensor tag, sensor network, LBS, GIS, and CDMA) with food technologies (such as traceability, quality, distribution management) to manage the safety and quality of fresh food in the distribution process.

        The purpose of this research was to identify the situation of ICT use in education in the Russian region, its reasons, and possible problems and solutions. In order to achieve the attempted purpose, analysis was done on thirteen individual and collaborative final presentations of 34 Russian (Sakha) trainees who attended the APEC e-Learning Training Program during 2007-2013 and Russian government project on ICT in education. The results of the research are as follows. First, the most mentioned problem and need to the Russian education informatization was identified as a shortage of ICT equipment. The next two problems identified were the problem of the insufficiency of educational resources and lack of teacher motivation in using ICT. Third, the implementation of ICT in Russian schools should become one of the important objectives of the region’s education administration and school administration. Thus, Russian regional government officials, who are responsible for education, need training to implement better policies and measures for improvements of ICT use in education. Also it’s important for them to learn the best foreign experience in using ICT in Education and adapt it by taking into consideration culture, geographical and other regional features.

        The purpose of this study is to discuss and analyze the trends in ICT in education informatization and the need for more scholarly research and dialogue done between Korea and Chile due to their similar ideals in furthering ICT in education in their respective economies. In result of this, 29 individual and team reports submitted by Chilean trainees in the APEC eLearning Trainee Program from 2006-2014 were analyzed. From this study, the results based on the reports were as follows. 1) The need for high quality teacher training programs created by the government and motivating the teachers to participate in these programs. 2) Implementation of more cooperation and collaboration between teacher-student, teacher-expert, and publicprivate partnership programs. 3) Improving students’ aptitude in utilizing ICT, especially in education. 4) Due to the majority of the trainees’ coming from the teaching profession, more research is needed to be done by other stakeholders involved in education informatization, such as government officials, learners, and professors, in order to enhance the totality of this study.

        Information and communication technology(ICT) around the world in the 21st century presents a new vision of agriculture. Time, place, and the high-tech industry to overcome barriers to the fusion of the so-called "smart agriculture" is changing the landscape of agriculture. Precision Agriculture's core temperature, humidity, location information, and summary information in real time, all significant ICT controlling technique. The system is a four-season container production for the mushroom cultivation temperature, humidity, illumination, self-regulation, such as carbon dioxide, the optimal environment for mushroom cultivation was implemented. Hericium erinaceum (also called Lion's Mane Mushroom, Bearded Tooth Mushroom, Hedgehog Mushroom, Satyr's Beard, Bearded Hedgehog Mushroom, pom pom mushroom, or Bearded Tooth Fungus) is an edible mushroom and medicinal mushroom in the tooth fungus group. Native to North America, Europe and Asia it can be identified by its tendency to grow all the spines out from one group (rather than branches), long spines (greater than 1 cm length) and its appearance on hardwoods. The humidity was maintained more than 85~90% and temperature was 16~18℃, and CO2 density was 500ppm. The days for primordium formation showed us 7~12 days. The width of pileus was 77~115mm. The length of pileus was 43~72mm. The spine was 11~14mm. The amount of fruitbody production was 125~240g per bag. This technique to establish the agricultural sector of Official Development Assistance (ODA) projects and new community support program in conjunction with the international movement, domestic sales and exports are also planned.

        The purpose of this study is to explore the status of current ICT convergence technology in the agrifood area through reviewing articles. For this, we classifiedthe ICT convergence technology into four categories including RFID technology, smart sensing technology, USN technology, and other ICT convergence cases and reviewed by extracting the cases related to the convergence technology that is recently conducted depending on each category from the Journal of Computers and Electronics in Agriculture between January 2012 and June 2014. Additionally, by combining the reviews of cases, we conducted the study in the direction of analyzing the recent ICT convergence technology status in the current agrifood area.

        The purpose of this study is to develop an objective instrument to measure ICT utilization ability of day care center teachers and verify its validity and goodness of fit. With the developed scale, the survey was conducted with 297 day care center teachers. As a result, the reliability of all questions was over .6, and the construct validity of the instrument consisting of 20 questions in 4 factors was verified in exploratory factor analysis. As a result of performing confirmatory factor analysis, it was found that GFI=.949, AGFI=.898, and RMR=.029, indicating that the goodness of fit index is sufficient to be used as a measuring model. The scales of ICT utilization ability are composed of 4 factors: Factor 1 is called editing, Factor 2 is program application, Factor 3 is installation and maintenance, and Factor 4 is named communication. With these factors, the measuring device for ICT utilization ability of day care center teachers, which is composed of a total of 20 questions, is confirmed.

        An application of the EQS (Eradi Quake System) bearings to a short period building structure and the structure earthquake responses according to the design parameters of the EQS are studied by the ICT Center case study. The features of the EQS application to seismic isolated building structures are investigated, and the design procedure to determine the yield load and the secondary stiffness of the EQS is also studied. A computational analysis is performed to confirm the applicability of the EQS to the building structure and the earthquake responses according to the design parameters. The ICT Center in Indonesia is adopted as an application case of the EQS. The application of the EQS is found to extend the fundamental period of the ICT Center. Three types of EQS with different yield loads and secondary stiffness are designed and applied in the earthquake response analyses. The analysis results show the response of the structure with respect to the design parameters and which type of EQS is suitable for the ICT Center.

        Although ICT (Information and Communication Technology) has the potential to produce more successful teaching and learning of music, the diversity of learners might produce divergent results from the same initiative. This paper aims mainly to explore the different experiences of ICTintegrated learners of music. A qualitative case study with a survey, observations and interview methods was conducted in one Grade-7 music class in central Taiwan for four months to understand 28 students’ experiences and perceptions engaged with ICT in their weekly class music lessons. The findings indicate ICT could enrich the context of music curriculum and provide enormous possibilities for students to appreciate or create music by themselves. With the aid of ICT, what students need is not merely more ICT itself. Instead, it is more about the integrated provision of satisfied practicing time, appropriate computer software, and a praxial ICTintegrated pedagogy.

        e-Learning has now been used widely as a teaching tool of the new era. Effective delivery of e-Learning could bring a better learning outcome in an effective and efficient way. Besides, mobile technology has enabled mobility in e-Learning, which could bring even a better e-Learning for all. However, there is not yet a model of best practice in e-Learning for Thailand, let alone for the world. This paper discusses most selected modes out of 22 modes of Integrative Delivery Methodology with Mobility for successful implementation of e-Learning in Thailand based on perceptions and experiences of the lecturers from Thailand Cyber University Project, the only national e-Learning institution at Higher Education level under the Ministry of Education. The findings revealed that Discussion group is the most selected delivering mode followed by Forum and Brainstorming(equally).
