        PURPOSES : This study aims to evaluate the traffic safety by collecting and analyzing vehicle speed and conflict frequency data based on the provision of information to vehicle drivers and crosswalk pedestrians under right-turn conditions. METHODS : Two evaluation scales, namely speed of access and number of conflicts, were used to quantitatively evaluate the effects of the new information provision method. Data on access speed and the number of conflicts according to information provision were collected and compared before and after information provision. RESULTS : Analysis of the pre- and post-spot speed reduction rates revealed an overall reduction rate of 32.6%. The conflict ratio was 81.0% before information provision but increased to 83.3% after information provision. CONCLUSIONS : When LED display information was provided, the effect of decelerating the approaching speed of vehicles in the rightturn torpedo section was statistically significant, but the reduction in the conflict ratio was not. Factors such as intersection status, traffic volume and vehicle speed, affect the approach speed and increase or decrease the number of conflicts. Regardless of whether information is provided, the average compliance rate of the Road Traffic Act when turning right in the channelization area is 16.7%, which is significantly different from the average compliance rate of 48.4% immediately after the Road Traffic Act was revised in July 2022.

        In response to a regulatory mandate, all nuclear licensees are obligated to establish an information system that can provide essential information in the event of a radiation emergency by connecting the monitoring data of the Safety Parameter Display System (SPDS) or equivalent system to the Korea Institute of Nuclear Safety (KINS). Responding to this responsibility, the Korea Atomic Energy Research Institute (KAERI) has established the Safety Information Transmission System (SITS), which enables the collection and real-time monitoring of safety information. The KAERI monitors and collects safety information, which includes data from the HANARO Operation Work Station (OWS) and the HANARO & HANARO Fuel Fabrication Plant (HFFP) Radioactivity Monitoring System (RMS), and the Environmental Radiation Monitoring System (ERMS) & meteorological data. Currently, the transmission of this safety information to the AtomCARE server of the KINS takes place via the SITS server located in the Emergency Operations Facility (EOF). However, the multi-path of transmission through SITS has caused problems such as an increase in data transmission interruptions and errors, as well as delays in identifying the cause and implementing system recovery measures. To address these issues, a new VPN is currently being constructed on the servers of nuclear facilities that generate and manage safety information to establish a direct transmission system of safety information from each nuclear facility to the AtomCARE server. The establishment of a direct transmission system that eliminates unnecessary transit steps is expected to result in stable information transmission and minimize the frequency of data transmission interruptions. As of the improvement progress, a security review was conducted in the second and third quarters of 2022 to evaluate the security of newly introduced VPNs to the nuclear facility server, and based on the results of the review, security measures were strengthened. In the fourth quarter of 2022, the development of a direct transmission system for safety information began, and it is scheduled to be completed by the fourth quarter of 2023. The project includes the construction of the transmission system, system inspection, and comprehensive data stability testing. Afterward, the existing SITS located in the EOF will be renamed as the Safety Information Display System (SIDS), and there are plans to remove any unused servers and VPNs.

        This study investigated the hazard factors based on imported food non-compliance and global food hazard information for the last 4 years to suggest imported food safety management. Food safety management on utensils or packaging containers is appropriately managed for the compounds derived from them. Food safety management on health-functional foods, processed foods, and agricultural products is concentrated on ingredient contents, food additives, and pesticide residuals. Additional hazards are illegal compounds, mycotoxins & pesticide residuals, hygieneindicator microorganisms and food-borne pathogens in health-functional foods, processed foods, and agricultural products, respectively. The continuous increase in hazards related to safety and hygiene in global food hazard information needs additional attention. To reduce the hazard factors, this study proposes that imported food be limited to products certified by HACCP or an equivalent food safety management system because registering foreign food facilities for processed and health-functional foods is mandatory. Additionally, the customs clearance inspections should focus on the hazard factors derived from the global food hazard information system. This study suggests a global food hazard information system that could derive frequently issued hazard factors at a given period and newly issued hazard factors in aspects, such as food items, subcategories, and exporting countries.

        The spent fuel safety information delivered from the consignor to the disposal facility operator directly affects the operation and safety of the disposal facility. Therefore, the operator of a disposal facility must perform data quality management to increase data reliability, and anomaly detection is a representative method among quality control methods. We propose a quality control method to detect anomalies using XGBoost, known for its excellent performance, prevention of overfitting, and fast training speed. First, we select significant variables such as release burnup, enrichment, and amount U from the spent fuel safety information and train models for each variable using only normal data. A model trained using only normal data generates a small error for a normal pattern and a large error for an abnormal pattern. Then, when the data error exceeds a set threshold, the data is determined as an anomaly. In this paper, we implement the XGBoost models using virtual spent fuel information and optimize the hyperparameter of XGBoost using a simulated annealing method for high accuracy. The optimized XGBoost models show high accuracy in a normal input and provide a stable prediction value even in an abnormal input. In addition, we perform anomaly detection by including defect input in the data to validate the presented method. The proposed method shows the result of effectively classifying normal values and anomalies.

        The manufactured nuclear fuel assembly is loaded into the nuclear reactor after the core design, and is finally discharged to the wet storage pool after depletion for 3 cycles. The discharged spent nuclear fuel is transported and stored in a dry storage system at the on-site of the nuclear power plant, which is cooled by natural convection, and undergoes final disposal or reprocessing through an intermediate dry storage facility. In this series of processes, the characteristics of the final product, the spent fuel, vary depending on the environmental conditions, so it is essential to manage each history data to verify the long-term integrity of the spent nuclear fuel. In this paper, safety information on spent nuclear fuel is described in order to establish technical requirements that should be considered in each stage of storage, transport, reprocessing, and disposal of spent nuclear fuel. Comprehensive safety information on spent nuclear fuel is basically calculated from basic information that considers characteristic information that can be obtained through the manufacture and design of nuclear fuel assemblies, operation history in a nuclear reactor, and location history in a wet storage pool. It can be divided into secondary production information (SF Burnup, Nuclide Inventory, etc.) and tertiary integrity-related information obtained through cladding inspection during spent fuel storage. KHNP produces this multi-layered information according to the production stage and manages it through the comprehensive management system of the spent nuclear fuel, and safety information with some errors is not only improved through re-verification but also continuously updated. In this paper, the spent nuclear fuel safety information was derived based on various information calculated in the entire process of being discharged and managed in a wet storage pool, including new fuel manufacturing information and depletion history. Such safety information will be used as basic data for long-term safe management of spent nuclear fuel, and will be continuously produced and managed. In the future, additional discussions will be held on the safety information of the spent nuclear fuel through consultation with KORAD and regulatory agencies.

        카페리 선박의 안전 운항을 위한 요소 중 화물 고박안전성 분야는 2015년 이후 화물고박기준이 적용되어 파랑에 의해 발생하는 선체운동과 고박력을 상호 비교하여 평가하고 있다. 항해 중 카페리 선박의 안전 운항을 담보하기 위해서는 운항해역의 기상정보를 바탕으로 선체운동을 해석하여 화물의 이동을 방지할 수 있는 고박력을 결정하는 것이 중요하다. 이 연구에서는 부산-제주를 항행하는 총톤수 3,700톤급 카페리 선박을 대상으로 기상청이 운용하는 해상파고부이 3기의 최근 5년간 기상정보를 분석하였으며, 실제 해상에서 선체운동을 계측하고 수치시뮬레이션을 수행하여 선체가속도를 비교하였다. 태풍기간을 제외한 2~3월의 유의파고를 입력조건으로 선체운동을 해석한 결과, 유의파고 2.5 m 조건에서 횡방향 가속도가 실선계측에서는 1.5 m/s2, 수치계산에서는 1.8 m/s2로 이론적 수치시뮬레이션의 결과가 크게 나타났다. 파고별 선체운동을 추정하는 가속도를 실선결과 기반으로 보정하는 근사식을 제안하여, 운송화물의 고박안전성 평가에 적용한 결과 풍랑경보 대비 일반 기상조건에서는 40 % 이하로 분석되었다. 운항해역의 기상정보를 바탕으로 실선계측에 따른 정량적인 가속도 결과를 활용하는 고박안전성 평가 기법이 널리 보급되어 국내 연안 카페리선박의 안전 운항 지침에 적용되기를 기대한다.

        본 연구는 연해구역에서 어선 및 소형선박의 해양사고 예방을 위하여 현행 상선 중심의 항행안전정보(NSI) 제공시스템의 문제 점을 인식하고 어선 등 소형선박의 안전항해를 지원하기 위한 효과적인 NSI 제공방안에 관한 연구이다. 주요 연구내용으로 첫째, 최근 해양사고 실태 및 특징을 고찰하고 NSI 중점 제공대상을 식별하였다. 둘째, 현행 NSI의 문제점을 진단하고 통합성·대 국민 접근성·활용성이 강화된 NSI 통합플랫폼(NSIP) 구축방안을 제시하였다. 셋째, NSIP 활용방안으로 한국형 e-Navigation(e-Nav) 사업과 연계하여 개발 중인 e-Nav 선박 단말기에 사용될 전자해도(ECS)에 부가정보 형식으로 다양한 NSI를 적용하고 선박이 항해위험구역 또는 속력제한구역 진입시 자동으로 시청각 알람기능이 작동되도록 설정하는 개선기능을 제안하였다. 이는 관련기관과 GPS플로터 전문제작업체의 전문가 의견을 검토 한 바 기술적으로 가능하며 상용화된 스마트폰 앱에도 적용 가능한 것으로 확인되었다. 본 연구결과의 활용방안은 어선 등 소형선박에 NSI를 제공함으로써 해양사고 예방기능과 함께 e-Nav 서비스에도 적용이 가능한 것으로 판단된다.

        The applications of information and communication technology (ICT) into real industrial fields are getting great attentions in recent years. More and more industrial practitioners and scientific researchers are conducting studies and trying to adopt the technologies into diverse industrial fields. The purpose of this study is to review the technologies such as big data and smart sensors and to provide application cases in order to facilitate grafting the 4th industrial revolutionary technologies onto the safety and health systems. Based on the comprehensive reviews on literature, reports, and industrial cases, we found that big data technology has been used in industries for investigating work related disease. In addition, digital image technology and drone have been applied to establish safety system in construction industry. Lastly, some companies have tried to apply the technologies to build their own safety and health system.

        This study aims to look at the change in consumer awareness and behavior after Japan’s 2013 nuclear power plant’s radioactive water leakage and draw implications about them. Findings show that 81% of respondents decreased their consumption of fishery products after the nuclear incident, and kept on showing avoidance of imported fishery products including those from Japan. Also it showed that consumers more importantly considered safety when buying imported fishery products after the nuclear incident. The most common channel of receiving radioactivity safety information on fishery products were TV and online. However, the main reason for decreasing the consumption of fishery products was founded to be based on the inaccuracy of the information provided. However, many people said that they will increase their consumption of all fishery products if provided with accurate radioactivity information. Therefore, if accurate radioactivity information were to be spread effectively to the public, positive consumption rates of fishery products can be shown in the future. The inaccuracy of radioactivity safety information caused the rapid decrease of fishery products consumption in 2013 to be amplified. Therefore, this study showed the importance of the delivery of rapid, accurate and consistent information to consumers.
