이 연구는 노인장기요양보험제도가 인정조사자들의 인정조사와 등급판정위원들의 등급판정 심의를 통해 직접적인 서비스가 시작되고 있다는 점에서 인정조사자의 인정조사 편차율과 등급판정위원들의 심의의 중요성에 대한 인식을 부각시키기 위함이다. 서비스에 직접적인 영향을 미치는 등급판정위원들 중에서 경기도와 인천지역의 등급판정위원들을 중심으로 설문하였으며, 심의수준을 측정하기 위한 변수로 직업별, 연령별 등으로 나누어 각 이해도 변수별 등급판정의 방향성을 비교 분석하였다. 그 결과 현행 노인장기요양보험제도가 시행된지 6년이 지난 지금의 현실에서 등급판정위원들의 역할이 노인장기요양보험제도 서비스 정착에 중요한 역할을 하고 있음을 알 수 있었다. 다음번 연구에는 인정조사들의 인정조사시 편차율에 대한 연구가 필요하리라 본다.

The purpose of this study is to highlight and recognize the importance of the percentage of deviation in judgment ratings provided by examiners and the reviews undertaken by Need Assessment Committee members in light of the fact that the long-term care insurance system now provide direct services for judgment ratings by examiners and review of judgment ratings by its Need Assessment Committee members.To measure the level of deviation in investigations undertaken by examiners which directly affect the services, an initial mock case was first given to an examiner which was then analyzed. Then, a second mock case was conducted after conducting group training and individualized training for the examiners. To measure the level of reviews undertaken by Need Assessment Committee members, they were divided into different variables such as groups by profession and age and the directional nature of the judgment ratings by understanding level for each variable were compared and analyzed.As a result, it was found that, today, six years after the long-term care insurance system was first implemented, the roles of examiners and Need Assessment Committee members play an important role in establishing the foundation for the services of the long-term care insurance system.
