본 문헌고찰은 지역사회의 트랜드의 변화를 IT도입의 배경과 거시적 행정의 변화과정을 통하여 살펴봄으로써 지역사회의 역동성의 나아갈 방향에 관하여 논의하고자 한다. 본 연구의 문헌고찰은 IT도입은 우리들의 지역사회에 관한 어떠한 대안을 내놓고 있는가? 우리는 어떠한 관점으로 이를 바라보아야 할 것인가?에 관하여 Managing IT and e-Government：the Korean Case, Moon Sinyong(2009)의 관점을 중심으로 하여 살펴보았다. 현대는 내부 및 외부적(internal & external) 개혁이 모두 필요한 시대이다. 따라서 현대의 지역사회 소비자는 단순소비자가 아니며 생산과 소비에 기여하는 프로슈머들이다. 이는 사회적비용(social cost)을 재배치하는 것이며 지역사회나 국가적 차원에서도 적극 도입되어야할 부분으로 평가받고 있는 부분이며 현대사회는 분권화(decentralization)가 중요한 사회이기도 하다. 이것은 과거의 표준화 전문화 중앙집권화에서 보다 발달된 형태로 시대의 욕구에 부응하는 것이라고 할 수 있다. 이제 현대사회는 탈집중화 탈대중화 되는 시기로써 더욱 개별화된 서비스가 늘어갈 것이며, 위탁의 효율성이 극대화 될 것으로 보인다. 그러므로 이러한 시대적 변화에 있어서 어떠한 점이 고려되어야 하며, 지역사회의 개발과 통합 및 관리적 차원에서는 어떠한 점에 관한 논의가 선행되어 필요할 것인가에 관한 보다 구체적인 지역사회 차원의 합의도출이 필요하리라 보여진다. 이와 같이 지역사회의 역동성은 우리사회의 변화과정을 설명하고 있는 것이며, 그것은 우리 자신에게 달려있기도 하다. 따라서 현대사회의 지역의 분권화와 정보화의 개념 속에서 상기와 같은 자원들이 어떻게 수렴되고 발전해 나갈 것인가는 바로 우리 지역사회 커뮤니티의 성숙도를 의미하기도 할 것이라 보여진다. 한 시점에서 우리나라의 지방분권의 출범이, 지역사회의 고유한 비젼을 통한 변모과정과 발전에 있어 행정의 변화과정과 시대적 조류 그리고 IT도입에 관한 문제에 관한 논의는 반드시 필요하며 그 안에 시사점이 있다고 할 수 있을 것이다. 우리는 정보화 사회의 한 가운데 있다. 본 연구에서는 이러한 과정에서 지역사회가 고려해야 할 사항에 관하여 개략적으로 다루어보았다. 따라서 향후 에는 다양한 후속연구를 통하여 이러한 시대적 역동성이 우리 지역사회에서 어떠한 모습으로 역동성을 지니고 발전하고 있는지에 관한 보다 세밀한 연구가 지속되어야 할 것이다.

This study will discuss the focus of the dynamics of a local community and the change of the trend of the community by examining the background of the introduction of information technology and the long-term changes of government administration. This study will focus on the result of the study “Managing IT and e-Government：the Korean Case, Moon Sinyong” on the issues of “What alternatives does the introduction of IT offer to our community?” and “From which perspectives should we see this change?”. Contemporary society needs both internal and external reform. Thus, the consumers in a modern local community are not simply consumers but prosumers contributing to production and consumption. This is a rearrangement of social costs. It is encouraged to be actively introduced in a local community and at a national level and performs a crucial role for the decentralization of modern society. In its developed form, this is to meet the needs of the times compared with the past era of standardization, specialization, and centralization. As modern society is characterized by decentralization and de-popularization, more customized services will increase, and the efficiency of consignment will be maximized. Therefore, more specific social agreements on the level of a local community will be required to understand what needs to be considered in this change of our times and to discuss the focal points of the development, integration, and management of the local community. In this way, the dynamic features of a local community describe the process of change in our society and depend on the members of the society. Therefore, with the decentralization of contemporary society and the concept of information revolution, how the resources of a local community can converge and develop indicates the level of the maturity of our local community. From this perspective, with the emergence of decentralization of our local community, the discussion of the changing process of administration, the trend of our times, and introduction of information technology is definitely necessary and offers many insights for understanding the aspects of the change and development of a local community with its unique vision. We are at the center of information society. In this study, it is attempted to review the issues a local community faces in this process of change. Thus, a more detailed and further study is needed to understand how these dynamic features of our times have changed and developed our local community.
